The AMCER project analyzes and monitors the impact of EU R&D policies at the regional level, aiming to create strategic knowledge and better synergies between regional and EU R&D policies. It examines the participation of 9 EU regions in R&D support programs and their implications for regional development.

The objective of the AMCER project is to provide a framework for the analysis and monitoring of the impact of EU R&D policies at regional level, for creating strategic knowledge and building better synergies between regional and EU R&D policies. The aim of the AMCER project is to study the participation of 9 EU regions in European R&D&I support programmes and their consequence for development of regional R&D 9 Regions (EU15), 7 partner consortium (public, private, HEI) Duration 18 mths (01/2011-09/2012), budget 344.000 Eur Main facts

What is impact of EU R&D programmes on regional systems How to evaluate precise effects at the regional level • Available datasets are incomplete and contain distortions (i.e. HQ effects) • Regions do not have access to all available data How to design regional RDI strategies that take results of EU R&D programmes into account Policy Questions

  4. Regions need to monitor and compare the performance of regional stakeholders in FP5 FP6 and FP7. This monitoring allows an evaluation of local support actions in each region. What is FP share compared to other national or European supports, in terms of participation, coordination, and budget ? What are the main collaboration axis between regions? What information FP analysis gives in terms of technological specialization of regional stakeholders? Policy Questions

A synthesis of the Regional Innovation System (RIS) incl.: socio-eco, trend & challenges, government and business sector, etc. Analysis of EU R&D programmes impact at region level (participation vs output; dynamics; trends; specialisations, etc.) Improve access to relevant EU statistics, to enable impact assessment (at regional, MS and EU level) Develop a methodology for monitoring the impact of EU R&D programmes on regional RDI systems (incl. relevant indicators, measurement procedures, data and information gathering rules at regional level) Main results envisaged

  6. Gaps for developing effective regional innovation strategies Need simpler tools than TIA: quick scans on policy integration and spatial impact of EU level actions at MS and regional level. Use integrated approach for policies & funding allocation; Better understanding of territorial differences in innovation development and impact from EU R&DI programmes Territorial dimension of innovation and knowledge economy.(cf. ESPON FOCI and KIT) Articulate regional development policies and EU R&D support programmes(cf. ESPON 2006 thematic project 2.1.2, and the EATIA targeted analysis) Evidence related to territorial dimension

Recommendations on effectiveness of EU R&D programmes for the regional level, notably better coordination between: • Structural Funds (e.g. Operational Programmes) and EU RDI programmes (FP and CIP) , and • EU policies and programmes with the R&D policies implemented by the regions and by national authorities Prepare of the strategic reference frameworks and operational programmes under the next programming period (2014-2020); Formulate recommendations to the development of regionalized indicators on the results and impact of EU R&D policies. Results for policy processes

  8. Monitoring & Evaluation Understand flows of EU funding for monitoring and benchmarking Evaluate share of EU programmes VS other national or regional. Improve impact assessment of local support actions; improve coordination of supports btw regional, national and EU levels. Comparison and benchmarking between regions in terms of the leverage effect of EU programmes and R&D specialisation. Partnership & cooperation The effect on European Research Area through the analysis of partnership building (network analysis) and collaboration intelligence (capacity building) Insights on the strategic alliances from EU cooperation projects and most active players in this regard (regions, actors). Experiences in integrating policy context and territorial dimension
