Smart Accessibility on Connected TV • DESPITE THE CONVERGED MARKET OFFER, i.e. each big cable and satellite company in Romania offers subscribers at least 4 types of (analogical and digital) services: • TV and radio services – linear and non-linear, • Fix and mobile phone services, • Internet services.

Smart Accessibility on Connected TV • The digital switch expected to take place in June 2015 in Romania will not significantly influence the present access to communications services, since only approx .500.000 households receive analogical terrestrial TV programs, but there is hope that the switch off of analogical frequencies will set free frequencies and provide room also for access services for people with a visual or hearing disability.

Smart Accessibility on Connected TV Social inclusion from rhetoric to reality in Romania in figures: • The statistics figures provided by the Ministry of Labor, Family, Social Protection and the Elderly: • In 2014, children with hearing disability 1.632 and children with visual disability 2.976, • In 2014, adults with hearing disability 21.769 and adults with visual disability 102.951.

Smart Accessibility on Connected TV ROMANIAN AUDIOVISUAL LEGAL FRAMEWORK FOR ACCESS SERVICES The Audiovisual Law was amended in July 2014: • National and local coverage stations shall provide sign language interpretation and subtitling at least 30 minutes of the news, talk-shows, political/economic/current affairs programs broadcast daily, • Major importance events shall be provided in sign language interpretation and by subtitling in full or just excerpts. • The audience will be verbally notified about programs that provide sign language interpretation and subtitling.

Smart Accessibility on Connected TV In 2015, ANCOM issued a decision regarding the provision of electronic – fix or mobile communication and Internet access services for hearing and/or visual and speaking impaired persons, Internet services for seeing/hearing and speaking impaired persons, except Internet public hotspot services.

  9. Smart Accessibility on Connected TV • Impaired persons shall be provided free access to test terminal equipment, fix/mobile phones before buying them, so that they can chose the terminals that best suit their needs. • Upon request of disabled persons, communications providers shall offer print materials that explain the functions and the operation of terminal equipment, as well as a one click away on their front webpage, a section dedicated to impaired persons.

Smart Accessibility on Connected TV • In order to inform impaired persons, service providers shall provide services in which specially trained persons answer questions on the phone and by e-mail. • Electronic communications providers shall make available communication packages for hearing/visual or speaking impaired persons that suit their needs under conditions equivalent to those offered to the other final users/subscribers.

Smart Accessibility on Connected TV • Electronic communications providers shall make available for hearing and or speaking impaired persons, packages that offer at least unlimited fix access to internet at 30 Mbps speed, or where it is not technically possible, the max. speed provided to commercial/natural persons for a recommended max subscription fee of 7 Euros/month, VAT included.

Smart Accessibility on Connected TV • Electronic communications providers shall make available for visual impaired persons, packages that offer at least 350 minutes/month in national networks for a 3 Euro/month subscription fee, vat incl. and upon request, monthly unlimited fix internet subscription fee, vat. incl. the entire package at a recommended fee of 10 euros/month, vat incl.

Smart Accessibility on Connected TV • Electronic communications providers shall make available for hearing and visual impaired persons, packages that offer unlimited SMS in their own network, 150 SMS for 4 euros/month vat incl. and upon request, 300 MB national mobile internet access, at a max speed of data transfer of 2 Mbs for 2 euros/month vat incl., the entire package at max 6 euro/month vat incl.

Smart Accessibility on Connected TV • Electronic communications providers shall make available for visual impaired persons, packages that offer at least 300 national minutes/month for 2 euro/month vat incl. and upon request, national mobile internet access 300 MB, at a max speed of data transfer of 2 Mbs for 2 euros/month vat incl., the entire package at max 4 euro/month vat incl.
