NE Arizona Network Project

This project aims to connect Payson with modern, high-capacity fiber, ensuring reliable and efficient internet services for businesses, government offices, and medical facilities. The proposed fiber route will also establish a critical connection between Payson and Phoenix, providing bi-directional capabilities in case of a fiber cut. Without this project, the community may face stagnant growth, compromised public safety, and limited quality of life. The solution offers economic growth, improved public safety, and enhanced quality of life.

Current Situation in Payson • Existing service are antiquated and vulnerable to failure • Frequent outages have impacted the community • The area is served by a single provider and vendor diversity is needed • Building new services to the area is costly and the return on investment is insufficient by itself • A public-private partnership is the only way to bridge the gap

Proposed Project • Connect Payson to Show Low (east) and Phoenix (south) with modern, high capacity fiber • Expand fiber within Payson to reach businesses, government offices, and medical facilities. • Build a critical connection between Payson and Phoenix to provide bi-directional capabilities to carry traffic in either direction in the event of a fiber cut

Areas of Expense • Material and labor • Permits • Pole Make-ready (relocation of existing services and pole replacement) • Staging of work equipment and materials • Housing and per diem for work crews • On site project management • Network equipment • All weather enclosures for equipment, installation, and real estate costs • Miscellaneous expenses for easements or other compensation

  6. Material and Labor Costs • Show Low to Payson >$6M • Within Payson >$500K • Payson to Phoenix >$8M • Not including other areas of expense

Benefits of the Solution • Economic Growth • Increased employment and greater tax base • Population growth and new development • Public Safety • Improved connectivity available for medical facilities • Potential improvements for emergency services • Improved services available to city, fire, and police • Quality of life • Point of sale and financial transactions may benefit • Higher paying jobs may enter the area

Consequences of Doing Nothing • Stagnant growth • US Census shows 1.4% growth since 2010 vs. 5.5% average nationally • Public Safety • Communications failure impacting emergency services could cost lives • Inadequate connectivity impacts health care delivery • Modern public safety devices may fail to operate • Quality of life • Employers will choose to locate where services are available

The Ask • Connection from Show Low to Payson has received a contribution and is ready to start - DONE • Fiber build within Payson will rely on subscriber revenue - DONE • Continuation of the fiber from Payson to Phoenix requires public assistance • Possible sources include Town of Payson, Gila County, and State of Arizona • Cable One covers remaining costs and assumes risks of ownership
