FINANCES Financing of the University is based on the cantonal budget, students’ participation, research projects and donations The funds from the cantonal budget, allocated to the University are distributed among the Faculties according to compromise The University does not have a system of the distribution of the funds, based on quality of education, effectiveness and priorities The University does not receive any funds from the revenue raised by the Faculties but common costs are covered exclusively by the budget Students’ fees are mostly used to increase the salaries and cover material costs of the Faculties The present system of financing has as its consequence different salaries for the employees at the respective Faculties

THE UNIVERSITY AND BOLOGNA PROCES Implementation of the regulations of the Bologna Declaration at the University of Mostar had started even before Bosnia and Herzegovina signed the Bologna Declaration. Making the Institutional plan of development by 2010 we clearly pointed out our vision which reads as follows:

    15. THE UNIVERSITY AND BOLOGNA PROCES “University of Mostar is one of the eight institutions of higher education in the country. It should provide the adequate level of quality of education and scientific-research work through the implementation of a teaching process and provide the conditions for studying for optimal number of students, quality application of research and service for individuals, economy and institutions. The University will direct its activity at the international recognition of quality and for every activity it will apply norms and standards which are applied at Universities in the European countries.”

THE UNIVERSITY AND BOLOGNA PROCES Following the above mentioned we came up to the implementation of the activities which represented the necessary steps for achieving the vision of the foreseen. In that sense I think that it is necessary to point out the activities which resulted in: • Making the internal analyses of the faculties, • Making the internal analysis of the University, Carrying out of the external evaluation by the Evaluation Group of European University Association (EUA),

SVEUCILIŠTE U MOSTARU EUA EVALUATION REPORT -Excerpts from the Report This is also a university which sees itself best enabled to respond to local challenges through developing international strengths and through increasing cooperation in the European higher education environment, and has therefore set the Bologna Process at the forefront of its development strategy… We are very optimistic about the potential of the university to fulfil its ambitious mission in the future, and we hope that our visits and report play a small part in paving the way for the brighter future which the university and the citizens of Mostar so richly deserve …

THE UNIVERSITY AND BOLOGNA PROCES • Making the ECTS guidebook or Information packages of the faculties, • Making the unique ECTS guidebook of the University of Mostar Information package(1 , 2) ,  (1) ECTS guidebooks are entirely made according to the methodology prescribed by the regulations of the Bologna Declaration primarily from the aspect of allocating the ECTS scores and other necessary information which are of great interest for students including teaching, accomodation, Mostar as an University town etc. In addition of this publication there are documents which have to be implemented (some of them have already been implemented at our University as an addition to diploma) according to the regulations of the Bologna Declaration, and these are: the agreement about learning, copy of grades, ECTS coordinators etc)  (2) At the Conference of Ministers which was held in Bergen in May, 2005 Bosnia and Herzegovina got the passing grade in the implementation of the Bologna Declaration thanks to the finished work at our University and University of Tuzla.

THE UNIVERSITY AND BOLOGNA PROCES • Establishing the unique information system of students’ sections of the University, • Making the survey for the implementation of students’ poll and holding the workshops at faculties which have the goal of educating the students for efficient carrying out of the poll. The finished work represented a really good base for the further quality breakthrough in raising the level of quality assurance of education at our University. That breakthrough started with the decision of the University of Mostar Senate that the academic year 2005/2006 begins with the new curricula wholly adjusted to the regulations of the Bologna Declaration.

THE UNIVERSITY AND BOLOGNA PROCES Intensive work of the staff and students of the University on the implementation of this Decision resulted in holding the regular University of Mostar Field-day at which the public found out that the teaching in new academic (2005/2006) year will begin in accordance with the new curricula adjusted to the regulations of the Bologna Declaration. Observed from the aspect of the cycles concurrence the new educational process will go as it follows (3) : (3) U ovoj fazi implementacije bolonjske deklaracije nije se definirao poslijediplomski doktorski studij koji po odredbama bolonjske deklaracije traje najmanje tri godine.

THE UNIVERSITY AND BOLOGNA PROCES • (3+2), Faculty of Agriculture, Civil Engineering, Education (4)  and Faculty of Mechanical Engineering and Computing (college of computing), • (3,5+1,5), Faculty of Mechanical Engineering and Computing (college of mechanical engineering), • (5+0), Academy of Fine Arts and Faculty of Law, • (3+1+1), Faculty of Economics, • (6), Faculty of Medicine and • (3), Higher Medical School. (4)Reformation of the Faculty of Education according to the Decision of the Administrative Council of the University is underway. Namely, Faculty of Education is divided at, according to that decision, two faculties: • Faculty of Philosophical-humanistic Sciences, and Faculty of Science and Education.

    24. THE UNIVERSITY AND BOLOGNA PROCES With a new educational system we put the students and their needs in the center of attention. The curricula are adjusted to their needs, what should result in increased quality of graduated students and in opening of possibilities for increased mobility during the study. Taking into consideration the significance of the Quality Assurance of education, University of Mostar focused its activities at the following:
