Salient Features of IAY
  • Unit Assistance Revised w.e.f. 1/4/2010
    • Rs. 45,000 for new construction in plain areas as against Rs. 35,000
    • Rs. 48,500 for new construction in hilly areas as against Rs. 38, 500
    • Rs. 20,000 as credit under DRI at interest rate of 4%
  • Allocation to States/Districts
    • to States on the basis of 75:25 weightage to housing shortage and poverty ratio respectively

Requirements for Release of 2nd instalment Funds

  • Utilization of funds should be at least 60% of Total Available Funds (TAF)
  • Utilization means funds released to beneficiary not to implementing agencies
  • Opening balance in UC must tally with closing balance in Audit Report of previous year
  • Reporting of Outcome performance as part of UC
  • Separate UC & Audit Reports for the funds released under 5% IAY meant for natural calamities and for special packages
  • Closing balance to be less than 10% of TAF
  • In case of excess closing balance utilize 75% of TAF by 31st December
  • Diversion of IAY funds including interest for other purposes not permitted
  • Proposals to be submitted only online

Design & Quality of Houses

  • Efforts should be made to ensure that the IAY house is a pucca one with permanent walls and permanent roofing.
  • Each State Government is required to finalize type designs for the IAY house along with technical and material specifications based on the above principles.
  • For all type designs approved by the State Government, the State Government should take responsibility and train sufficient number of masons and other mechanics for execution of the house as per the type designs.
  • Cluster approach is to be followed to facilitate better supervision, convergence of schemes and economies in purchase.

Basic Amenities

  • In addition to providing sanitary latrine in every house by dovetailing funds from Total Sanitation Campaign (TSC), IAY scheme should also have convergence with DWS for providing drinking water, with Rajiv Gandhi Gramin Vidyutikaran Yojana for providing free electricity connection, with Insurance companies for Jan Shree/Aam Admi Bima and beneficiaries should be encouraged to use clean fuel as well as have kitchen gardens.

Release of Funds

  • The funds should be released either in two or three instalments. Ideally, the funds should be distributed to the beneficiaries in two instalments, first instalment with the sanction order and the second instalment when the construction reaches the lintel level.

Technical Supervision, Monitoring & Transparency

  • Technical supervision shall be provided at least at the foundation and the roof laying stages.
  • An effective complaint Monitoring System with adequate staff should be set up at the state level which can visit, independent of the regular execution wing and give a report to the implementing agencies about the short-comings/shortfalls, for effective redressal.
  • System of social auditing of the Scheme shall be introduced by the State Governments.

  • Basic Parameters
    • Should be a BPL household with neither land nor house-site & should belong to the Permanent IAY Waitlist
    • Rs. 10,000 or actual, whichever is less, on the basis of 50:50 funding by Centre & State

    • Additional funds under IAY to the extent of plots allotted by way of regularization/allotment of Govt land / purchase / acquisition
  • Outcome
    • Proposals received from Bihar, Karnataka, Kerala, Sikkim, and Maharashtra
    • Funds released to Bihar, Karnataka, Kerala , Rajasthan and Sikkim
    • Proposals of Maharashtra is under consideration

Differential Rate of Interest (DRI)
  • DRI Scheme can be used for borrowing upto Rs. 20,000/- per housing unit at interest rate of 4% per annum
  • Role of DRDAs
    • To create awareness about the loan available under DRI
    • To obtain loan application forms from willing beneficiaries & submission to the banks
    • To hold camps regularly to enable access to loan
    • To review the sanction of loan with the banks
    • In the year 2009-10, 48430 IAY beneficiaries availed loan under DRI
    • 1416 IAY beneficiaries of 4 States (Gujarat, Haryana, Jharkhand & WB) have availed loan under DRI during the year
