  2. OVERALL GOAL OF COMMISSIONERS Working towards the realisation of the vision and mission of the CGE by establishing good governance and ensuring that the organisation operates effectively and efficiently

COMMISSIONERS’ OBJECTIVE • To attain this Goal of Commissioners, following objectives must be pursued: • Ensure good corporate governance exists by executing fiduciary responsibility and perform oversight function • Make strategic Interventions and provide leadership in relation to gender equity and equality issues • Ensure the CGE organisational policies and practises are consistent with its vision and organisational values • Preserve institutional autonomy and independence • Strengthen institutional systems by serving on statutory, theme and any other Committees as allocated by Plenary

  4. COMMISSIONERS’ OVERSIGHT WORK Following structures exist to oversee the work of Commissioners. Plenary:- Meetings of Commissioners and CEO are convened on Quarterly basis to coincide with secretariat quarterly reporting on the implementation of the Annual Performance Plan (APP) and Budget. Plenary took place on the 16th to 18th November 2016 to consider Second Quarter Reports. Tele-Plenary: Took place on the 17th October 2016 to discuss and adopt the Monitoring & Evaluation Framework. Extra ordinary Plenary:Is only called to discuss and consider issues of mutual interests.

CGE OVERSIGHT COMMITTEES Established in accordance with Good governance Principles and Commissioners’ fiduciary responsibilities: these include :- • Strategic Planning Monitoring and Evaluation (SPME) - 1 meeting • Finance - 1 meeting • Fundraising– 1 Meeting • Human Resources and Remuneration (HR&R) – 1 meeting • Information Technology and Communications (ITC) - 1 meeting • Good Governance and Social Ethics (GGSE) - 1 meeting • Research and Education - 1 meeting • Legal and Complaints -1 meeting • Audit Committee – 1 meeting

ROLE OF COMMISSIONERS IN CGE COMMITTEES • Assist with conceptualising planning and development of recommendations for the thematic areas • Perform an oversight role in overseeing the implementation of agreed upon programmes • Perform a support role in the implementation of agreed upon programmes as required • Provide a link between committee and Plenary, taking forward any issues requiring decision or guidance from Plenary

  7. ROLE OF COMMISSIONERS IN PROVIDING SUPPORT TO PROVINCES a. Each Province is assigned a lead Commissioners and a back up Commissioner to lend support to provincial interventions; b. Commissioners support and participate in provincial interventions and activities as requested by Provincial Coordinator. c. Strengthening networking with key state, private sector and civil society organizations in the province. d. Meeting and presentation with Provincial Gender Machinery and other structures like Provincial Legislature, House of Traditional Leadership and Civil Society Organization. e. Identify key issues of gender equality emanating from the work of provinces, and work with Provincial Coordinator to strategize on the take up and resolutions of issues, either through engaging with relevant provincial stakeholders, or referring this for national intervention, through the office of the Chairperson and CEO

  8. 1. Mr M SHOZI - CHAIRPERSON • 1. Strategic Objective Number One: To ensure the creation and implementation of an enabling legislative framework that promotes the attainment of Gender Equality. • 1.1 Gender transformation in Institutions of Higher Learning and Public Sector - consultative engagements with Wits, Rhodes, UKZN, UCT and COGTA • 1.2Attended Public Protector & National Good Governance Forum 7th annual National Good Governance Conference, under the theme: “People Centred Clean Governance”.

Strategic Objective Number Two: To protect and promote gender equality by engaging with relevant stakeholders to educate and raise awareness on issues of gender equality, challenge patriarchal perceptions and stereotypes and take action against infringements of gender rights through the implementation of appropriate redress. 2.1 Collaboration &Cooperation between CGE and Other Stakeholders – CGE had a meeting with AIDS foundation of South Africa to discuss different areas of partnership through MOU. 2.2 Events – Public Protector GG Conference, UKZN Men’s Forum, KZN march demonstration on 16 Days of Activism.

Strategic Objective Number Three: To monitor state compliance with regional and International conventions, covenants and charters which have been acceded to or ratified by the Republic, relating to the objects of the Commission. 3.1 Children’s Rights Centre: Seminar commemorating Girl Child Day -The event was held at the backdrop of the UN International day of the Girl Child 3.2 Attended the 59th Ordinary Session of the African Commission on human and People’s rights (ACHPR) - 21-04 November 2016 3.3 Had a meeting with Adv Tlakula - Chairperson of AfricanCommission on Human and Peoples' Rights – discussed the South African’s International state of reporting and mandate. International Instruments - Maputo Protocol, Rapporteur on the Rights of Women in Africa and a possibility of inviting her to SA Forum on Gender Equality Human Rights Institutions, the possibility of status of CGE as an observer or affiliate status at the African’s Commission and other collaborative projects.

Strategic Objective Number Four: To build an effective, efficient and sustainable institution that will fulfil its constitutional mandate on gender equality. 4.1 Attending training on Monitoring and Evaluation Course facilitated by School of Government. 4.2 Meeting with Public Protector - Chairperson and CEO met to discuss Policy issues, working relations between CGE and the Public Protector. 4.3 Meeting with the Deputy Speaker – to discuss financial position of the Institutions, Commissioner’s vacant positions and the conversion of part-time to full time position. 4.4 CGE Standing Committee Meetings –Plenary; Good Governance; Strat Planning, Monitoring & Evaluation; Legal; Human Resources; Finance & fundraising Committee. 4.5 Forum for Institutions Supporting Democracy (FISD) Meetings.

Ms NFT MPUMLWANA - DEPUTY CHAIRPERSON • Strategic Objective Number One: To ensure the creation and implementation of an enabling legislative framework that promotes the attainment of Gender Equality • 1.1 CGE Monitoring and Evaluation Framework – developed and adopted through the assistance of the DPME under the guidance of the SPM&E Committee. • 1.2 Review of the Hate Crimes Bill - Reviewed the submission made to the Department of Justice and Correctional Services by CGE • 1.3 Public hearing of High Level Panel (HLP) on assessment of Key Legislation and Acceleration of Fundamental Change – made a presentation to serve as an input to the work of Working Group 3: ‘Social Cohesion and Nation Building’. • 1.4 Dialogue to receive and discuss a report by Genderlinks on 2016 Local Government Elections - Convened jointly by Genderlinks, EU, UN Women, SALGA and SAWID to discuss the legislation of quotas and clear policies within political parties. • .

Strategic Objective Number Two: To protect and promote gender equality by engaging with relevant stakeholders to educate and raise awareness on issues of gender equality, challenge patriarchal perceptions and stereotypes and take action against infringements of gender rights through the implementation of appropriate redress. 2.1 Dept of Women – 16 Days and Launch GBV Dialogues Meeting and Consultative Forums 2.2 Transformation Hearings within the Private Sector - Mercedes Benz South Africa, Pick and Pay, Rhodes Food Group, Big 5 Construction, Tiger brands, Vermeulen Build-It, SAB Miller, Kloppers, Sasol, OVK Group, Hall and Sons, Mafikeng Toyota, RCL Foods, NWK Group, EH Hassim, Jonsson Workwear, Moorddrift Diary (Pty) Ltd. 2.3 Events – Public Protector GG Conference, CRL Commission and Konrad Adenauer discussions on the review of the Chapter 9 Institutions, Woman’s Rail and Safety Conference, Community Awareness Session on Equality Courts, DSTV Channel 204: Women in Sport - One Year Live Celebration of Women Sports Talk Show.

Strategic Objective Number Three: To monitor state compliance with regional and International conventions, covenants and charters which have been acceded to or ratified by the Republic, relating to the objects of the Commission. 3.1Made the presentation at International Association of Women in Radio and Television (IAWRT) Gender Mainstreaming Workshop – under the theme the African Women and the Media: The Prison of Portrayal.

  15. 4 Strategic Objective Number Four: To build an effective, efficient and sustainable institution that will fulfil its constitutional mandate on gender equality. 4.1Attended the presentation of the 2015/16 Annual Report to Parliament. 4.2 Monitor the Monitoring and Evaluation Workshop for Commissioners and Staff. 4.3 Attended the Parliamentary briefing to the Portfolio Committee on Women in the Presidency on on CGE Maiden Bursary Report 4.4 Forum for Institutions Supporting Democracy (FISD) Meetings. 4.5facilitated the process of organising the CGE Strategic Planning Session 2016 4.6 CGE Standing Committee Meetings –Plenary; Strat Planning, Monitoring & Evaluation; Education and Research; Human Resources; Finance & fundraising Committee. 4.7. Media Engagement – SA FM, ANN7, ENCA, Supersport

Strategic Objective Number Two: To protect and promote gender equality by engaging with relevant stakeholders to educate and raise awareness on issues of gender equality, challenge patriarchal perceptions and stereotypes and take action against infringements of gender rights through the implementation of appropriate redress. 2.1Attended the SALGA Inaugural Elective Conference at the ICC in East London. 2.2 Meetings –CGE Employment Equity Hearings, Eastern Cape Executive Council, Centane Traditional Leaders and the Traditional Council. 2.3 Attended the Gender Based Violence Policy Dialogue in East London organised by CGE Research Department. 2.4 attended the Public Service Women Management Week held at King Williams town.

Continue 2.5 Attended a meeting between the Chapter 9 & 10 Institutions of Eastern Cape Province. 2.6. Events – Komga Information Session and Community Dialogue hosted by the Office of the Premier & SAPS,16 days of Activism (Centane & Port Alfred), EC Provincial Arts and Culture Awards, 55th Anniversary of Umkhonto Wesizwe Military Veterans Association and Honouring of MKMVA Veterans, EC Women’s Parliament. 4 Strategic Objective Number Four: To build an effective, efficient and sustainable institution that will fulfil its constitutional mandate on gender equality. 4.1 CGE Standing Committee Meetings -Strat Planning, Monitoring & Evaluation; Education and Research; Legal and Complaints

Strategic Objective Number Two: To protect and promote gender equality by engaging with relevant stakeholders to educate and raise awareness on issues of gender equality, challenge patriarchal perceptions and stereotypes and take action against infringements of gender rights through the implementation of appropriate redress. 2.1 Attended a Dialogue with Religious Leaders focusing on religion and culture, the role, mandate and activities of CGE - Bloemfontein. 2.2 Attended the Talk: Retreat for WDR Foundation on the importance of engaging men in addressing gender imbalances in South Africa. 2.3 Continuous engagement with Stakeholders in Limpopo Province. 2.4 Hearing with Women Traditional Leaders on Customary Marriages, Estates and Chieftaincy issues - Limpopo

  20. 4 Strategic Objective Number Four: To build an effective, efficient and sustainable institution that will fulfil its constitutional mandate on gender equality. 4.1CGE Standing Committee Meetings -Plenary, Finance, ITC. 4.2 Media Engagement (TV and Radio interviews) - SAFM, Motsweding, Lesedi, Radio 2000, Thobela FM, Energy FM, SABC 16 days Launch, Morning Live. 4.3. Capacity building on Monitoring &Evaluation Training.

Strategic Objective Number Two: To protect and promote gender equality by engaging with relevant stakeholders to educate and raise awareness on issues of gender equality, challenge patriarchal perceptions and stereotypes and take action against infringements of gender rights through the implementation of appropriate redress. 2.1 Housing Workshop – discussed strategy to combat shack dwelling and how to deal with disasterers affecting community especially Women – Port Elizabeth. 2.2 Continue to monitor and observe the Panayiotou Murder Case. 2.3 Hate Crimes Dialogue - to evaluate all government department’s role in addressing LGBTIQ challenges – Western Cape 2.4 Attended the National Gender transformation in Higher Education.

Strategic Objective Number One: To ensure the creation and implementation of an enabling legislative framework that promotes the attainment of Gender Equality 1.1Attended the FFC/DNA Economic Colloquium on the National Health Insurance 1.2 Court Monitoring - Concern at the Spate of Violence and Rape against Women and Children in Klerksdorp 2. Strategic Objective Number Two: To protect and promote gender equality by engaging with relevant stakeholders to educate and raise awareness on issues of gender equality, challenge patriarchal perceptions and stereotypes and take action against infringements of gender rights through the implementation of appropriate redress. 2.1Engagement with the U. S Ambassador in partnership with the Ford Foundation - National Disability Day.

Continue 2.2 Attended the20th Anniversary of the Constitution Dialogueby Department of Arts and Culture in Vaal Triangle. 2.3 Participate on Department of Arts and Culture Recording of the Reconciliation Message. 2.4 Meetings – COGTA, Norwegian Deputy Minister of Foreign Affairs, NW Provincial House of Traditional Leadership. 2.5 CGE Standing Committee Meetings - Plenary, Special Plenary, Good Governance, Research and Education. 2.6 Events – Tsietsi Donald Mashinini Inaugural Lecture, TMZ Foundation Gala Dinner 2.7. Media – ANN7, SABC News, Jozi and other Gauteng based stations.

Strategic Objective Number Two: To protect and promote gender equality by engaging with relevant stakeholders to educate and raise awareness on issues of gender equality, challenge patriarchal perceptions and stereotypes and take action against infringements of gender rights through the implementation of appropriate redress. • 2.1 Attend the SALGA Spatial Planning Conference – focusing on the release of Commonages for poor communities willing to work the land – Western Cape. • 2.2 Visited the following areas in the Western Cape: Caledon area, Robertson. Bokmakkierrie, Macassar, Khayelitsha, Bredasdorp, Ceres • 2.3 Attend a meeting with Nordic countries, Norway, Sweden, Denmark to discuss issues of gender affecting men and how men could play a positive role in combating gender-based violence. • 2.4Attended the CGE National Employment Equity Hearings (Public and Private Sectors).

Strategic Objective Number One: To ensure the creation and implementation of an enabling legislative framework that promotes the attainment of Gender Equality. 2.1 Reviewing CGE submissions on Parliamentary Legislative Bills. 2.2 CGE Launch of the Gender Transformation in the Judiciary Investigative Report 2.3 Made follow-up on Sex Work Complaint.
