The naval treaties favored the U.S. as they understood the minimum compromises acceptable to other nations due to espionage. The Japanese, dissatisfied with the 5:5:3 ratio, felt cheated, leading to deteriorating relations and ultimately the attack on Pearl Harbor. Countries sought to evade treaty limitations by creating smaller ships with advanced capabilities. The British had to scrap numerous ships, while the U.S. avoided restrictions by labeling new vessels as experimental. Although the treaty temporarily ensured peace in Europe, it fostered long-term hostility and was challenging to enforce, while also alleviating financial burdens on nations.
