  4. Who services are for • People who have needs, perhaps on edge of needing care package or residential care • People who are vulnerable because of e.g.: • Severe social isolation • On verge of crisis • Not able to manage tenancy • Frailty

  5. Outcomes • Increasing independence • Maintaining levels of independence • Preventing/reducing use of long term care • Helping people step down from long term care • Helping people after reablement, enablement, recovery • Moving through services towards use of community based services

Health and WellbeingHealthy Eating for 18years+Service start September 2013 Aiming for: • Three (3) sessions per week based on 4wkly cycle for 48wks in year; 15 participants each session • Aim - total persons benefiting in year = 540 • Each session 2 hours; total in year 288 hours • No charge to users; those with direct payment able to attend • In a range of venues across the borough; in the first year, at least one of the venues must be in a recently refurbished community kitchen, moving to two in the second year

Healthy Eating – 2nd slide • Programme to include • Nutritional advice • Hints and practical sessions on sowing/growing herbs or vegetables in window boxes or pots • Identification of range of vegetables now available at markets/supermarkets, where they come from, how to prepare and cook • Menu suggestions for preparation of simple healthy meals for one • Best practice with regards to sell-by dates, using frozen meals, freezing meals and use of micro-waves • Three (3) year contract, yearly review, possible yearly extensions up to 2 years

Health and WellbeingExercise for 18years+Service start September 2013 Aiming for: • Five (5) separate weekly sessions, Monday to Friday with a varied programme for a four (4) week cycle • One hr sessions x 5 per week = 5x 4 x 12 = 240hrs per year; • 4wly programme repeated x 12 = 48 weeks • Each session for a minimum of fifteen (15) and maximum of twenty-five (25) depending on nature of exercise

Exercise – 2nd slide • Aim is minimum number of persons benefiting per year = 450 persons • Programme – not stipulated – Council welcome proposals to provide at a competitive price • Expectation of bids based on a best value approach • Three (3) year contract, yearly review, possible yearly extensions up to 2 years

Health and Wellbeing Arts/Culture/other for 18years+Service start September 2013 Aiming for: • Two (2) sessions daily; Monday to Friday, ie 10 sessions per week; 48 weeks in year • 4wkly programme repeated x 12 = 48 weeks • Each session for a minimum of fifteen (15) and maximum of twenty-five (25) depending on nature of activity • Aiming for minimum number of persons benefiting per year = 900 persons

Arts/Culture/other – 2nd slide • Each session one (1) hour; in year 480 hours • Programme – not stipulated – Council welcome proposals to provide at a competitive price • Expectation of bids based on a best value approach • Three (3) year contract, yearly review, possible yearly extensions up to 2 years

Volunteering and BefriendingService starts September 2013 Ambitious aims: • Eighty-five (85) volunteers supporting home visits and support to people to remain socially included • Twenty-five (25) volunteers to develop self-help/peer support groups • Twenty (20) volunteers supporting telephone checks and link people to groups • Seventy (70) volunteers giving practical support in peoples’ homes, gardens and community • Total number of volunteers = 200 (assume minimum 2hrs per week from each) • Separate Registers of volunteers and of those requiring support or befriending

Volunteering/Befriending – 2nd slide • 20% of the above to be managed through a Timebank by the end of the first year and 30% by the second year • Travel expenses to be paid • Use of new technology a requirement • Shopping service which may be on-line or one-to-one • High quality recruitment, training and supervision of volunteers • Service may be subject to TUPE transfer of existing LBH staff • Number of volunteers to increase by 10% each year

Configuration of contractsto be confirmed Options being considered: • Neighbourhood floating support • 4 lots/areas • Health and wellbeing service - one lot • One borough wide service with three separate service types • Could include sub contracting/partnering/SPV • volunteering and befriending - one lot • One borough wide service Providers might bid for 2 lots

  17. Timescales Aiming for: • Cabinet procurement committee for permission to tender January 2013 • Pre qualification questionnaire PQQ mid/late Jan • Invitation to tender ITT March - April • Contract start HWB, B&V Sept 2013 • Contract phased start floating support Dec 2013 but transition plan from Sept 2013
