In theory, requiring disciplines in IT processes should increase productivity and make IT more responsive. Many organizations turn to the Information Technology Infrastructure Library, better known as ITIL, to accomplish this goal. ITIL was initially published in the 1980s by The U.K. Central Computer and Telecommunication Agency, and the U.K. Office of Government Commerce still governs it. Moreover, though ITIL exhibited during the 1980s, adoption was light till the early 1990s and has only gained friction in the U.S. within the past few years. ITIL aims to provide structured, adaptable guidelines for establishing governance standards about IT service management. Advocates promote the program’s benefits as developing alignment between the business and IT, building user satisfaction, lowering costs, optimizing outsourcing, increasing service availability, improving service levels, and increasing the ability to manage change, among other things. Some experts find the guidelines too prescriptive and inflexible. Barriers to adoption involve lengthy implementation, disruption of current methods, high up-front training prices, and comparatively slow investment return.
