INSPIRE Characteristics • User driven • Legal initiative to support EU policies and for citizens • Framework : long term vision, step by step implementation • Multi-sectoral and multi-level • ESDI comprises: • spatial information services, • data policy, • spatial information requirements and implementation timetable, • organisational/institutional issues.

INSPIRE: process characteristics • Transparency • Follow the process from the very beginning through the INSPIRE Website - includes intermediate documents and summaries of meetings! • http://europa.eu.int/comm/environment/geo/index.htm • Openness • INSPIRE Expert group with participation of broad range of stakeholders including at international level (e.g. UN, WPLA) • Discussion at international fora • Internet consultation planned

INSPIRE Key provisions • Require MS to provide access to spatial information through harmonised MS information services: • Find, view, access, query, trade spatial information • Require MS to provide harmonised spatial data: • on environmental themes • on common issues • on other sectors • Require MS to implement access policy to maximise the benefits from information use, e.g. • view and query of metadata • view of information by the public • Set up necessary co-ordinating and implementing mechanisms
