  2. What are some of the problems you have encountered in trying to develop housing with services? ?

  3. What is NCB Development Corporation? • A national nonprofit with the mission of: “Solving problems that poverty creates in America” through technical assistance and lending.

  4. What does the Development Corporation do? • Lend Money • Advocate and Educate And most importantly for housing with services: • Provide technical assistance

  5. Some NCBDC Accomplishments • Over its 20 year history, NCBDC with NCB has loaned or invested more than 1 billion dollars in the areas of affordable housing, health care, affordable assisted living, education, and economic and community development • Created more than 25,000 units of affordable housing

  6. Some Assisted Living Accomplishments • Helped develop 320 units of affordable assisted living. • Currently directly assisting 13 AAL project with TA and pre-development funding, supporting another 23 AAL projects through the nine state CH Programs.

How do we help? • Advise our customers on how services and housing may be combined,, identifying available revenue sources, constructing and analyzing services proformas, and analyzing and resolving regulatory issues. • Bring experience from similar developments in other places; what works; what doesn’t • Provide a complete, multi-disciplinary team to develop or analyze housing with services developments.

  8. Affordable Housing With Services • In two primary areas: • Assisted living for the frail elderly • People with disabilities

Affordable Assisted Living: Experience • Robert Jenkens is trained in RE development and Public Policy and has over 15 years experience in all aspects of assisted living and senior housing, including development of 100+ projects across the country. • David Nolan has participated in the development of over 300 units of affordable assisted living.

Affordable Assisted Living: Most Recent Examples Bentonville, Arkansas: • 45 unit facility opened in October, 2002. • Partnered with the nonprofit sponsor to assist with the services proforma, identification of services provider, project program and physical design, regulatory and Medicaid issues. • Worked with the state to craft a workable regulatory and Medicaid program for AAL.

  11. Affordable Assisted Living: Most Recent Examples HUD Assisted Living Conversion Program: • In ’02 we provided technical assistance and pre-development funds to 4applicants who were awarded over $10 million, 19% of the total grant funds dispersed.

  12. Housing for People With Disabilities • People with disabilities are disproportionately low-income. Over 4 million depend upon SSI for their sole source of income. • NCBDC has formed the “National Disability Institute” to open financing opportunities for Americans with Disabilities.

  13. Housing for People With Disabilities: Experience • Michael Morris, Director of NDI, and Sharon Brent, each have over 20 years experience on disability issues. • NCBDC is working on one national and two state grant projects to develop affordable housing for people with disabilities.

  14. How do we cover costs for T.A.? • Grants – such as the “Coming Home” grant for affordable assisted living that we manage for the Robert Wood Johnson Foundation. • Contracts – currently working with VHDA and Maryland DHCD among others.
