ХV Meeting of the Monitoring Committee Operational Programme on Transport 2007 -2013

This meeting will discuss the status of project implementation for various beneficiaries and propose modifications for the programme. It will also present achievements and discuss the future programme for transport and transport infrastructure.

  5. 15 November 2013 • Adoption of the agenda and minutes from the previous meeting Decisions taken with written procedure by OPT MC (September 2013): • 20 million euro are transferred from PA 2 to PA 1 • 2.1 million euro are transferred from PA 4 to PA 3 • List of projects is updated • Monitoring Committee gives mandate to MA to reflect any future comments on the modification ХV Meeting of OP “Transport” 2007-2013 Monitoring Committee

  6. Proposition for modification of OPT • The project for Vessel Traffic Management is phased: • Construction andfurnishing of the buildings for coastal centersinVarnaandBourgas will be implemented in the currents programming period; • Supply of special equipment for extension the scope and functions of the vessel traffic management systemwill be implemented in the next programming period • Transfer of 14.3 million euro (ERDFandNF) from PA 4 to PA 3 ХV Meeting of OP “Transport” 2007-2013 Monitoring Committee

Status of second modification of OPT • Started in October 2012 • Actions are taken on all remarks by EC • On 04.10.2013 a letter to ECwas sent explaining all actions taken by Bulgarian authorities • Current proposal for modification includes: • Transfer of 122.1 million euro fromPA 4 toPA 3 • Transfer of 20 million eurofromPA 2 toPA 1 • 35 million euro are provided for preparation of railway projects • Started a procedure for provision of 75million euro for additional financing of approved by EC railway projects (EIB) ХV Meeting of OP “Transport” 2007-2013 Monitoring Committee

Achieved outputs: • More than 140 km of motorways are built • 13 new metrostationsand 13 km of new metro lines are built • 8 km of roads and 210 km of railways are rehabilitated • Half of the trips in Sofia metro are made in the new lines • 5336 people was the average monthly employment in the first half of 2013 • 553 permanent new jobs were created by mid 2013 after completion of projects under OPT ХV Meeting of OP “Transport” 2007-2013 Monitoring Committee

OP “Transport and transport infrastructure” • 2014-2020 Thematic objective №7 „Promoting sustainable transport and removing bottlenecks in key network infrastructures” • The following priority axes are identified: • Development of railway network along “core” and “comprehensive” TEN-T networkwith beneficiaryNRIC • Development of road infrastructure along “core” and “comprehensive” ТЕN-Т networkwithbeneficiariesRIAandNCSIP • Improvement of intermodality for passengers and freight with beneficiaries “Metropolitan” and NRIC • Systems for traffic management, improvement of safety with beneficiariesBPIC, EAEMDR, NRIC, RIA ХV Meeting of OP “Transport” 2007-2013 Monitoring Committee

OP “Transport and transport infrastructure” • 2014-2020 • Budget from EU – 1.2billioneuro(962millionCFand 244 ,1millionERDF)with possibility to increase the budget from ERDF - Total value of identified projects in the railway and road sectors are more than 2.5billion euro (EU share) • Application under Connecting Europe facility - Indicative budget about350millioneuro - Indicative budget of identified projects is over 440million euro (EU share) • Total funding for preparation of projects – more than49million eurounder OPT • (for railway projects - 35 mil. euro; for road projects over 10 mil. euro; forthirdmetro diameter in Sofia - 1.67 mil. euro; for intermodal terminal in Rousse –2.5 mil. euro) ХV Meeting of OP “Transport” 2007-2013 Monitoring Committee
