We hold Canada's Civilian Reserve, a roster of over 10,000 Canadians.

CANADEM assists international organizations to recruit skilled Canadians committed to international service.

This assists individual Canadians:

To break into international service

To advance their international careers.

then expands to include internationals

CANADEM, in addition to 10,000 Canadians, rosters almost 5,000 Internationals.

Concurrently, we encourage other countries to create their own rosters as national merit-based rosters are best placed to screen their own experts.

CANADEM`s strength builds on individuals enhancing their professional expertise and capacity:

Individuals have primary responsibility for their professional development

Yet it is in Canada’s national interest to assist those who are so motivated.

CANADEM provides generic training, mission-specific training, and facilitates individuals taking non-CANADEM training with the UN and others.

Canadian Government, UN or other donor funding enables CANADEM to deploy individuals to staff UN or other missions....

CANADEM contracts and deploys individuals to join existing missions such as:

UN missions

Humanitarian Assistance missions

OSCE, EU, and OAS missions

NGO operations

Ad-hoc coalition missions.

and we also carry out international programs including canadem field missions

CANADEM’s operational scope includes complex program management and missions such as:

Afghanistan CGSO: Canadian Governance Support Office (CGSO) in Afghanistan 2008-2012 (≈70 personnel)

Ukraine Election 2010 Mission Canada (≈350 personnel).

CANADEM missions are funded by the Canadian Government (CIDA, DFAIT).

Canada’s Civilian Reserve

Strengthen Canada’s pre-eminent open roster of Canadian and international experts across the broad scope of international peace and security, with Canadian and international partners actively supporting and using the roster as a common resource:

  • Roster the majority of Canadians working in the International Community, and also recruit Canadians with relevant expertise wishing to branch into international work.
  • Draw from Canada’s diversity to grow CANADEM’s international reputation as a roster of multi-ethnic, multi-lingual, and multi-talented Canadians.
  • Developing further innovative and cost-effective ways to roster and deploy in order to better respond to international demand and promote Canadian expertise.
  • Strengthen our reputation with international agencies as a model national roster for those member states looking to channel their national experts into multilateral organizations.

Remain one of Canada’s key civilian deployment agencies, and enhance CANADEM mission management capacities so as to respond rapidly to Canadian Government operational priorities:

    • Deploy large numbers on short notice
    • Stand-up and run field missions
    • Operate in difficult environments such as immediate post-conflict

Continue working with others to be a common deployment resource for others carrying out their own deployments/missions, such as individual Canadians, governments, NGOs, international agencies.
