Developing a National IP Action Plan for building the capacity of Entrepreneurs and SMEs to make effective use of the IP system Patent & Trademark Bureau MNCCI, the main representative body of business community, has over 1500 members nationwide and 17 local branch Chambers. MNCCI is the first Mongolian IP agent since 1970. Patent & Trademark Bureau cooperates with around 100 law firms of 20 countries.

Developing a National IP Action Plan for building the capacity of Entrepreneurs and SMEs to make effective use of the IP system The Bureau deals with industrial property rights issues such as registering, filing and prosecuting of applications for patents, trademarks, geographical indications and industrial designs, renewal and assignment thereof, recordal of ownership changes and licenses as well as their litigation and provides its domestic and foreign customers and clients with legal advice.It also handles with international registration of trademarks. • It has been cooperating with domestic manufacturers since 2000. • Bureau operates Franchising Council within the Chamber. • We offer 30% discounted service fee for members.

With the purpose to increase public awareness on importance of intellectual property the Bureau has edited a book “Intellectual Property and Business” as one of business series education Manuals in 2004.

Also in our weekly Business Times newspaper has a page on intellectual property series lesson for the Chamber members on monthly basis. The lessons have been published since 2002 and are widely taken from WIPO, ICC website articles, publications, best practices and case studies. 3. We publish IP news and information on Chamber’s monthly magazine “Business and Development”. 4. We teach 4 hours of IP lesson at Foreign Trade managers course of MNCCI and short-term trainings offered by the Chamber on member request.

Developing a National IP Action Plan for building the capacity of Entrepreneurs and SMEs to make effective use of the IP system Promotional activities 1. “Inventions and Utility Models” • Aiming to encourage and promote inventions and utility models, invented by Mongolian scientists, engineers and inventors, the Bureau organizes “Inventions and Utility Models” exhibition annually in collaboration with the Academy of Science, Foundation of Science and Technology, University of Science and Technology, National Productivity Center and the IPOM.

National Best Brand • Since 2001 the Bureau has been organizing “Best Brands of the Year” Award Ceremony in cooperation with IPOM focused on promoting private sector’s smart usage of their trademarks in the domestic market and increase the knowledge of brand amongst their competitors and consumers. • Best brands are displayed on Chamber’s www.virtual-expo.mn website.

National GI Center • The GI National Center was recently established under MNCCI to provide with legal advice related to GI practical matters according to the related laws and regulations, to highlight the importance and recognition of GI protection to Mongolian local producers, to introduce activities of internationally accredited certification organizations in terms of quality control of GI products and to support the export potential products within the framework of GI.

Green label • Bio, Eco products development Council within the Chamber grants the right to use “Green label”, a certification mark, for 100 % natural and ecological products.

Mongolian Grand Quality (MGQ) • Since 2005 the Chamber in cooperation with many government bodies, NGOs and professional agencies and associations organizes best 99 products of Mongolia event once in 2 years and selected products enjoy the right of using MGQ certification logo on their products and services.

Developing a National IP Action Plan for building the capacity of Entrepreneurs and SMEs to make effective use of the IP system The following projects and programmes are being implemented at MNCCI: • EU Asia Invest projects: • Ecoprofit for sustainable Mongolian Entrepreneurship • Support to Mongolia’s agriculture associations in the sustainable development of Geographical Indications • Capacity building of Mongolian and Inner Mongolian (Chinese) Energy Service Companies (ESCO) • TECHFOOD EU-ASIA PROJECT • Berlin Business Development Corporation and Mongolian National Chamber of Commerce and Industry Joint Project introduction • Netherlands Senior Advisors (Pum) • Green Loan Credit Funds

Developing a National IP Action Plan for building the capacity of Entrepreneurs and SMEs to make effective use of the IP system • MNCCI conveys the voice of businesses, promotes the practice of reflecting conclusive proposals and suggestions put forward by them into the government policy and resolutions for a better economic and business environment. For example: Customs Law, Customs tariff and duties Law, SME Law, Social insurance Law, Vocational training Law, Tax exemption Law, Foreign Investment Law etc • There is already a mechanism that Government listens to business community proposals at Parliament level. One of the examples is 10 % income tax is the result of efforts done by MNCCI.

Developing a National IP Action Plan for building the capacity of Entrepreneurs and SMEs to make effective use of the IP system • Under the auspices of the President of Mongolia, MNCCI is drafting a document “Private Sector Development Strategy” in cooperation with the governmental and international organizations.

Developing a National IP Action Plan for building the capacity of Entrepreneurs and SMEs to make effective use of the IP system • Senior inventors society for SME Development runs its activities within the Chamber. • In order to offer its services and inform forthcoming events to SMEs and micro businesses the Chamber closely cooperates with District’s Governors Office in Ulaanbaatar city. • Large companies invite SMEs and micro businesses to cooperate along with sub-contract and their proposals are put on Chamber’s website.
