  9. WHEN? • Agencies should not delay the initial deployment of resources until perfect information is received. But they should adjust activities as the quality of information improves. Assessment and implementation must run in parallel.

HOW? • REVIEW SECONDARY INFORMATION (DON’T REINVENT THE WHEEL, UNDERSTAND THE PAST, IS FIELD ASSESSMENT REQUIRED?) • COORDINATE WITH OTHERS (JOINT ASSESSMENTS, CLUSTERS, ETC) • IDENTIFY KEY STAKEHOLDERS & VULNERABLE GROUPS (FACTORS THAT MAY POSITIVELY OR NEGATIVELY AFFECT IMPLEMENTATION OF SHELTER SOLUTIONS)
