COPS Office Community Policing Definition Community policing is a philosophy that promotes organizational strategies, which support the systematic use of partnerships and problem-solving techniques, to proactively address the immediate conditions that give rise to public safety issues such as crime, social disorder, and fear of crime. COPS Office Public Safety Investment Overview COPS Office investments towards public safety and the advancement of community policing since 1994: >$10 billion in awards to advance community policing >40,000 grants and cooperative agreements >13,200 State, Local, and Tribal Law Enforcement agencies

COPS Office FY08 Funding (cont’d) Consolidated Appropriations Act of 2008 allocation resulted in $195 million of targeted, non-discretionary funding 731 state, local, and tribal law enforcement agencies for technology enhancements such as: • in-car digital video cameras • mobile data terminals • dispatch enhancements (e.g. CAD; RMS) • public safety radio systems acquisitions and upgrades • data and voice interoperable communications equipment and software

  11. Interoperable Communications Technology funding history • Since 2003, COPS Office investments for discretionary interoperability grants total more than $400 million • Plus, nearly $14 million to other Federal partners to continue work on standards, research and evaluation

ICTPGrants FY03 FY04 FY05 FY06 Interoperable Communications Technology Program (ICTP) grants FY 2003 through FY 2006 • FY 2003 -- $66.5 million awarded to 14 jurisdictions • FY 2004 -- $82.6 million awarded to 23 jurisdictions • FY 2005 -- $92.7 million awarded to 26 jurisdictions • FY 2006 -- $8.8 million awarded to three jurisdictions

Technology Training Conferences and Workshops • The COPS Office offers technical assistance through a non-profit provider, SEARCH Group, The National Consortium for Justice Information and Statistics: • Mandatory Kickoff Conference for recent awardees: - technology critical success factors - grants management - project planning and management best practices - peer networking • December 4-6, 2007 – FY07 Technology Program Kickoff Conference (Phoenix, AZ) • Grants funded travel expenses for 4 project personnel
