Background • Tripartite relationship – Home Secretary, Local Police Authority and Chief Constable. • Home Secretary – National perspective, setting national priorities, allocating budgets and Inspection. • Local Police Authority – Efficient and Effective, Local Budget, Local Priorities, Appointments and Local Accountability/Consultation. • Chief Constable – Operational Policing.

  3. Everything is Changing • Police Reform – Started 1997 over various stages. • “Building Communities, Beating Crime” – Recent White Paper with a Bill due in early 2005. • Review of CDRP’s and Section 17 of Crime and Disorder Act – Who sets targets and who holds to account? • Debate over Police Force restructures – Currently 43 forces, Changing face of Crime and ability of forces to deal with at all levels.

  4. Building Communities, Beating Crime - Objectives • Spreading neighbourhood policing to every community and embedding a genuinely responsive customer service culture. Accessible, responsive, neighbourhood policing capable of dealing with 21st century challenges in crime. (single non emergency number/Better availability of information). • Communities who know who is responsible for their area with dedicated neighbourhood policing teams. • New culture of customer responsiveness and guaranteed standards of service. • New opportunities for local communities to have a say in local policing priorities and also in sharing intelligence. • Workforce modernisation to ensure the service is fully equipped to deliver these changes. • Greater involvement of the community and citizens in determining how their communities are policed.

  5. Changes to Local Accountability Structures • Who holds Who to account? (CDRP, BCU, LSP, Local Authority, Police Authority, Chief Constable or Scrutiny Committees). • Possibility of Policing Boards or Joint Community Safety Boards. • Possible introduction of ‘Trigger Mechanisms’.

  6. Greater Manchester – The way forward • The Police Authority will change (duties and membership). • It is expected that some accountability will need to be localised. • GMPA currently adopt scrutiny principals. (Scrutiny Panel for Divisions). • GMPA keen to ensure that this can be joined up across partners. • GMPA keen to avoid duplication of activity and see benefits of joining up resources.
