Introduction The Commission is in the process of implementing an Electronic Results Transmission (ERT) System that allows provisional results to be transmitted electronically from all polling stations to the tallying centers where the results will be consolidated and reported. The system is intended to work with a GPRS-enabled enabled mobile device that transmits over a Virtual Private Network provided by the local telecommunication network operators. The Results Transmission System is a key component of IEBC’s wider Results Management System which consists of three components. Results Transmission Telecommunication/Connectivity component Results Presentation The Electronic Results Transmission system requires each polling centre reporting the provisional results of six (6) races and to transmit these results to three (3) different Tally Centers across the country. Transmission Procedure Counting of ballots papers and the completion of the official paper forms by IEBC Presiding Officers, A mobile device will be used by each presiding officer to enter the data from those forms into a specially developed mobile phone application This device will securely transmit these provisional results data over mobile data network to IEBC HQ for consolidation and publication. The paper forms will be transported to the relevant Tally Centre's for official consolidation and reporting. On receipt of the paper forms at the relevant Tally Centre, and once approved by the Returning Officer. The RO shall capture the final results on a web interface. The RTS at the Tally Centre’s will allow graphical reporting of provisional results data, as well as other relevant management Reports. Independent Electoral and Boundaries Commission 3

  10. Basic Features of the transmission system Shall provide secure authentication of users on the mobile device. Automatically acquire the names of nominated candidates for each race. Connect to the VPN uniquely assigned to a polling station of the constituency. Send results of all the electable posts for President, Senator, Governor, MP, County Ward Reps and Women Reps. Transmit results to the three Levels i.e. National, County and Constituency simultaneously. Independent Electoral and Boundaries Commission 10

  11. How to access provisional results At the tally centers, display screens will be provided to show results as they trickle down from the polling centers. The public will be able to access results online via the IEBC website at vote.iebc.or.ke. Private developers, media houses interested in analysis of the results shall be able to access results data via the IEBC API on api.iebc.or.ke where they can extract the data for their own independent analysis. Information will be in the format below Contest/Race i.e. Presidential, Nairobi Governor, Nairobi Senator etc Totals per Candidate.
