  2. Guiding Principles Mission—To develop and enhance the capacity of State and local governments to prepare for and respond to threats or acts of terrorism involving Weapons of Mass Destruction. Philosophy—Domestic Preparedness programs should be information-driven, based on specific requirements identified through an assessment process, and responsive to state and local needs.

  3. Support to Critical Missions • Completion of the NLD DP Program. • 2002 Salt Lake City Olympic Games. • 9-11 NY City, Arlington County, VA, and Washington, DC response and reconstitution. • 2002 Super Bowl equipment support. • Three-Year Statewide DP Strategies.

  4. Accomplishments • Training: Trained over 100,000 responders from more than 1,548 jurisdictions. • Exercises: • Conducted 93 exercises in FY2001 and 223 projected in FY2002. • TOPOFF: May 2000. • TOPOFF II: Initiated, Spring 2003. • Equipment Grants: Made more than $607M available to state and local jurisdictions for the procurement of specialized WMD equipment. • Re-establishment of non-emergency technical assistance Helpline, (800) 368 - 6498.

Three-Year Statewide DP Strategies • Status • 46 State Strategies have been received, 44 approved. • Initial Data Analysis. • Required Training—2,495,762 individuals. • Required Exercises—2,420 exercises. • Required Technical Assistance—3,133 sessions. • Required Equipment Monies—$1,730,734,593.00.

  6. State Strategies Implementation Plan • Developing State Assistance Plans (SAPs). • Based on approved strategy. • Delivery Plan. • Based on identified needs. • Matched with ODP available resources. • ODP Resources: • Training. • Equipment Grants. • Exercises. • Technical Assistance.

  7. Training Program • Provides the nation’s first responder community with a comprehensive training curriculum of over 30 courses in the areas of awareness, operations, technician, and incident command. • Coordinated training development and delivery through the Federal interagency. • Established training development and review process. • Utilizes distance learning tools to maximize impact.

  8. Equipment Program • States may purchase first responder equipment in the following categories: • Personal Protective Equipment (PPE). • Detection Equipment. • Decontamination Equipment. • Interoperable Communications Equipment. • Explosive Device Mitigation and Remediation Equipment. • General Support Equipment. • Medical Supplies/Pharmaceuticals. • Procurement decisions are driven by the Three-Year Domestic Preparedness Strategies.

Exercise Program • National • TOPOFF Exercise Series. • National Security Special Events. • Cooperation with other Federal Agencies and Departments. • NSC PCC CT/NP Exercise Subgroup • State & Local • Statewide Domestic • Preparedness Strategy Exercise Support. • Center for Exercise Excellence—Nevada Test Site • Nunn-Lugar-Domenici Domestic Preparedness Program.

  10. Technical Assistance Program • Non-emergency technical assistance Helpline. • (800) 368 - 6498 • Support/facilitate the review and development of plans. • Expert advice on WMD response equipment. • Build public/private partnerships. • Targeted, jurisdiction-specific support.
