Politely approach people who litter and ask them to bin their trash properly

  • Assess the risk– e.g. not to approach drunk litterbugs
  • Seek help from NEA officers or note down particulars of offender if difficult situations arise
  • Walk away if an encounter with a litterbug turns aggressive

  • First-time offenders: Fine of S$500
  • Repeat offenders: Fine of up to S$1,000

They may also be sent to court where a Corrective Work Order (CWO) and a court fine may be imposed

what is cwo
WHAT IS CWO?
  • The CWO requires litterbugs to spend a few hours (up to a maximum of 12 hours) cleaning a public place such as picking up litter in a park
  • Made to wear luminous jackets with the words ‘CWO’ and sometimes local media are invited to cover the event
  • Authorities hope that public shame will make repeat litterbugs think twice about littering
should volunteers be given power
SHOULD VOLUNTEERS BE GIVEN POWER?

Yes!

  • Task of keeping Singapore clean should not be left only to the authorities
  • Dr William Wan of the Singapore Kindness Movement: “It is important to have a critical mass to create social pressure.”

No!

  • Daniel Goh of NUS: “I don’t think it is right for a government agency to pit citizens against citizens and expose people to potential violence.”
  • Suggested using creative campaigns and surveillance cameras instead
