Objectives and Strategy of TC 100 • Two major objectives of TC 100 standardization are: • to enrich human life with entertainment provided by audio, video and multimedia in home and networked environment; and • to contribute to society by pursuing energy efficiency and by addressing the options for accessibility in the use of audio, video and multimedia equipment. Accessibility TC 100 recognizes accessibility as one of AAL topics • In 2007,TC 100/AGS recognized the need of investigation for accessibility standardization and established a Stage 0 project to produce a Technical Report(published in 2010) • IEC TR 62678: Audio, video and multimedia systems and equipment activities and considerations related to accessibility and usability • Downloadable free of charge from IECWeb store • TC 100 is developing a “text-to-speech” standard • IEC 62731: Text-to-Speech Functionality for Television - General • requirements • (CDV stage, 18 May 2012) IEC TC100 AAL Study Session

AAL Challenge • Develop systems, devices and interfaces that older people can use comfortably, intuitively and independently in their homes • Not to feel being watched • Monitor people's health, keep their homes secure and help them stay fit and connected with family and friends • Overcome barriers to the acceptance and usability of AAL systems through innovative user-centric design and accessibility needs of elderly and disabled people IEC TC100 AAL Study Session

Use Case: Smart TV (1) (Guido Gybels, EBU) • Barriertocurrent Smart TV uptakeisthehomenetworking and UI usability • Forexample, eventhoughabout 25% of UK householdsnowhave a Smart TV with an iPlayer in itcomparedtoabout 11% ofhouseholdswhohaveiPlayers on a tablet, theconsumptionof BBC contentthroughthetabletversionis 4 timesashighas on a Smart TV • Thisindicatedthatmanypeopledon'tactuallyconnecttheir smart TVs to a network. • Thereisscopeforbothusecase and guidelinesworktodefinetherequirements and functionalityfor easy homenetworking - settingup and using a device. The complexityof IP homenetworksetupisquite a barrierformanypeople. • Becausequite a lotof AAL activitiesfocus on medical/well-being and monitoring, there must bescopefortheroleof Smart TVs and definitionof a commonframework and an applicationenvironmenttodeliver e.g. medicalservices via a returnpathof a connected TV and otherconsumerequipment. Use Case: Smart TV (2) (Guido Gybels, EBU) • The externalconnectivityof Smart TVs offers a greatopportunitytodeliverexternalaccessibilitysolutions by meansofapplicationsrunning on tablets and thelike and allowingforinstance a blind usertooperatetheir TV through a TTS basedsmartphoneortabletapp, but also elderlypeoplewithdiminishedsight and perhapsdexterityproblemstocontroltheir TV with a moreaccesible remote controlapp on a tablet. • Youcould also deliver additional content. Manufacturersalreadyhavesome remote apps but thesearen'tdesignedforaccessibility and becausethereisnoagreedstandardforcontrol in thiswaythatexternalaccesstechnologiescoulduse, thereis an interoperabilityproblemfor such applicationsas well as a problemofinterfaces/functionality. • Forinstance, itisnogoodtohave an externalcontrol API that, say, an applicationfor blind peoplecouldusetooffer an externalspeakingsolutionifthe API hasnofunctionto turn on/off the AD.
