Living Better • Released by Prime Minister 20 April 2012 • Complements: • Health Reforms • National Disability Insurance Scheme (NDIS) • $3.7 billion package over 5 years • Marks policy shift towards home care • Review after 5 years Aged & Community Services Association of NSW & ACT

Home Support Program (HSP) • To replace HACC, NRCP,DTC and ACHA from 1 July 2015 • 6% annual growth for HACC each year, and all elements of HSP from July 2015 • No change to most HACC services until 2015. • Review of HACC service types commencing in 2013 • Streamlined single program Aged & Community Services Association of NSW & ACT

Home Care Packages (HCP) • HCP adjusted up from 25 to 45 places per 1,000 people 70+ by 2021-22 • Additional 84,538 HCP over 10 years • 2 new levels HCP • Income tested fees to be introduced • Hardship provision available • All HCP in future Aged Care Approvals Rounds must be “offered” as CDC Aged & Community Services Association of NSW & ACT

HCP/CDC advisory group-Phase 1 Prior to 31 August 2012-first meeting 15 August • Development of key design elements of the HCP and CDC to establish the required legal framework and to provide sufficient information for providers seeking to apply for packages in the Aged Care Approvals Round • Living Longer. Living Better (LLLB) indicated 4,901 HCP in this next round • All CDC Aged & Community Services Association of NSW & ACT

HCP/CDCPhase 2 1 September 2012-mid 2013 • Development of more detailed information for the HCP program, including CDC, eg assessment and eligibility issues; development of program guidelines; communication materials,and resources and support for consumers and providers; and evaluation issues Aged & Community Services Association of NSW & ACT
