  10. Federal Energy Policy Act 1992 • 75% of the state’s light-duty vehicle purchases to be alternative fueled vehicles • Purchase alternative fueled vehicles with fueling stations in California • Use alternative fuel in the vehicles

State Legislation • SB 1170 (10-14-01) • Created the Driving Green Task Force • Required a report recommending strategies to reduce fuel consumption and emissions of state vehicles • Report issued 11/01/02 • Resulted in SB 552 (9-18-03) • Required DGS to develop policies and formulas for purchasing of state vehicles by January 1, 2005

  15. Enhanced Efficiency Costing • Methodology for new vehicle procurements • Developed by DGS, CARB, CEC • Awards contracts based on lowest total cost of ownership

  16. Enhanced Efficiency Costing • In addition to purchase price, include vehicle costs associated with: • Pollution: cost of criteria pollutants emitted by the vehicle over its useful life • Operation: cost of fuel to operate the vehicle over its useful life

  20. MM 06-03: Purchase and Lease Policy • Procure ULEV II and cleaner light-duty sedans • Procure ULEV I light-duty pickups, vans, and SUVs • Maximize purchase of SULEV and hybrid vehicles • Discourage purchase of SUVs

  21. MM 06-03: Purchase and Lease Policy • Departments to Dispose of: • Nonessential SUVs and four-wheel drive trucks • Replace with more fuel efficient cars and trucks

  22. MM 06-05: Vehicle Reporting • DGS compiles and maintains information on the nature of owned and leased vehicles • Each state agency is responsible for submitting one consolidated report to DGS annually • Reports due to DGS • Februrary 15th

  23. MM 06-06: Utilization Standards • Recent changes to minimum-use standards: • 6,000 miles or vehicle use of at least 80 percent of available work days • Consistent with Federal vehicle use requirements • Reduces evaporative emissions and encourages greater carpooling

MM 06-07: Acquisition of State Vehicles • Revisions to the State Acquisition Form help ensure: • Long-term leases from the State pool and commercial vendors receive the same evaluation for need as other State vehicle acquisitions • Vehicle assessment prior to increasing fleet size • Requested vehicles are both necessary and cost-effective
