Cadastral, Boundaries, PLSS Workgroup Projects Tie Card Project – GIS PLSS Surveyor Tie Card Layer (INMAP) State-wide naming convention enables uniform look and feel across the state Helps in identifying corners to use in revising GIS PLSS layers New GIS County Boundary - Point, Line, and Polygon Layers Pilot – Five Counties: Allen, Gibson, Noble, Wayne, Marion Government Land Office (GLO) Records IGIC Workgroup focusing on GLO state records Eventually like to have GLO federal, state, & county Records linked to GIS IGIC Cadastral, Boundaries, PLSS Workgroup Lorraine Wright, IDEM May 7, 2014

Sec, T,R) • Statewide Grid Point Naming Convention • IN02_T23NR06E03_08 • Scanned Tie Cards • Renaming Software (need PDFs & Adobe Reader) • Database Table (Access) provided with software • Automatically created when using Renaming Software • Database should include Tie Card hyperlink • Click on map hyperlink and see scanned Tie Card pop-up • Training materials on website along with a video step by step instructions • OR (next page) Lorraine Wright, IDEM May 7, 2014

IGIC Cadastral, Boundaries, PLSS Workgroup Tie Card Pilot Project • The County • FiveCounties created databases with county hyperlinks to Grid Points/or County corners • Added the state-wide file naming convention to county data (hyperlinked Tie Card to Grid Point) and posted on IndianaMap • Next step: New Counties can share their info on county’s Data Sharing WMF/WSF website • County data can be included on IndianaMap on the “PLSS Surveyor Tie Cards” Layer Lorraine Wright, IDEM Mary 7, 2014

IGIC Cadastral, Boundaries, PLSS Workgroup Building New Authoritative GIS County Boundary Layer for Indiana Based on County Data and County Participation Developed a disclaimer for layer Location of the points in this GIS County Boundary Layer are approximate and should not be used for surveying and are NOT APPROVED by a COUNTY SURVEYOR for surveying purposes. Census - BackgroundBoundary & Annexation Survey (BAS) Census collects boundaries as of January 1 each year annexations, de-annexations, incorporations, mergers Survey counties, MCDs (townships) & places (cities, towns, villages) and AIAs: Indiana: 568 Places Nation: 19,519 Places 1,008 Townships Townships: 16,360 92 Counties Counties: 3,031 Two “parts” to BAS: 1)provide geospatial changes (change polygons in BAS TIGER file, not just submitting your file) 2) provide legal documentation for changes Can also provide boundary corrections, not just the legal changes (more on this shortly) Gail A.   11. Census - What is County ConsolidatedBoundary & Annexation Survey (C-BAS)? • County responds to BAS for governments within the county (entities must agree) • Not all entities in county have to agree to consolidation for county to be part of County Consolidated BAS universe

Census - County Consolidated BASBenefits • (Most) counties can participate digitally • Counties may already collect and maintain the most up-to- date boundary information for entities in county (if not, this is a great way to get it) • Provides a service to the entities in the county • Provides continuity of BAS contacts and response as administrations, staff change in local governments • Counties know BAS program, requirements, what to do!

Census - County Consolidated BASBenefits (con’t) • Reduces duplication of effort (with no C-BAS agreement in place, Bureau still surveys all entities, must rectify discrepancies) • Saves $$$ (i.e., taxpayer $) because Bureau has to engage fewer entities • Provides “Roll-Up” of boundaries to county (maybe State?) • Contributes to more accurate NSDI (Under OMB Circular A-16, Census Bureau is boundary steward for the Nation) • Can reduce inaccuracies (boundary corrections) Gail A. IGIC Cadastral, Boundaries, PLSS Workgroup Newest Project –Land Survey Records Documents are the basis for Indiana’s land system: • Original Field Notes* • Federal Transcribed Field Notes • State Transcribed Field Notes* • County Transcribed Field Notes • Plat Maps Each set was transcribed by different people at different times and may have differences in the information. *Project Focus Lorraine Wright, IDEM May 7, 2014

IGIC Cadastral, Boundaries, PLSS Workgroup IGIC & State Archives –State Government Land Office Land Survey Records Pilot Project Project Goal • Scan the State Archive documents (State Original and Transcribed Field Notes and Plat maps), • Name the digital files to be consist with the original index naming convention, and then, • Link the scanned images to the PLSS section line layer or other non-PLSS units (ex: Land Grants) as layers on IndianaMap.
