  2. What is ENIGMA? • FP7 project • Aim: deploy a joint transnational pre-commercial procurement (PCP) procedure between 5 cities: Eindhoven (coordinator), Malmo, Espoo, Stavanger and Bassano del Grappa • Focus: innovative public lighting

  3. What is our goal? • Use innovative ICT solutions to improve citizens’ quality of life via an upgraded public lighting system

  4. How will we achieve this? • By bringing together 5 municipal purchasers and launching a joint PCP procedure PCP phase 1 PCP phase 2 PCP phase 3

  10. What are the benefits of PCP? • Allows municipalities to take a substantial leap forward in service provision • Compensates for market failures • Stimulates R&D without procurer lock-in • Stimulates business activity and network creation (particularly at SME level)

  11. What are the challenges? • Complicated/little known procedure • Municipalities can rarely commit to large commercial purchases afterwards • Multiple legislative levels acting as barriers • Uncharted legal territory • IPR arrangements can become contentious
