  3. Very Large Members • Very Large APNIC membership is growing • Smallest has /12 in aggregate IP space • Largest has /7 aggregate • Range is 5 prefix bits, or factor of 32 • Normal range per category is 3 bits • Propose new “Very Large” category • For members with more than /10

Very Small Members • No appropriate level for organisations with small blocks • Early allocations by APNIC (previous /22 policy) • IXPs (new policy approved) • Small multi-homed orgs who wish to join (new policy approved) • Membership option for legacy assignments from IANA (any size) • Propose new “Very Small Category” • For members with up to /22

  5. Associate Members • No option for organisations which do not need services directly from APNIC • Previously proposed/requested • Members of NIRs • Supporters and interested parties • Expectation of reasonable fee level • Eg ARIN level of $500 per annum

  6. Proposal • Three new categories • “X-large” • “V-Small” • “Associate” • Propose to maintain existing structure • Three bits between categories • Fees double for each category • Votes double for each category

  8. Proposal • All new members to join at “Associate” level • Therefore initial fee is $625 not $2500 • Replace current joining fee with “Resource Application Fee” • Only for those who need IP addresses • Separate membership from allocation • Propose $2500 fee (one time only)

  10. Financial Impact • New members • Currently $1000+$2500 in first year • Propose $625+$2500 under new structure • Confederation members • X-Large members have smaller per address fee • Overall effect on fees is negligible • Considering annual, initial and address fees

  11. Summary • Introduce three new categories • For very large, very small and associate members • Existing members either unchanged or advantaged • Separate “membership” from “allocation” • Encourage openness and wider participation in APNIC
