Improving TGPSH Support in the Districts for Implementing the Comprehensive Council Health Plans Michael Simon
Contents • Task • Challenges • Results 3.1 Tanga region 3.2 Mbeya region 3.3 Mtwara region 3.4 Lindi region • Discussion
1. Task • CCHP analysis of all districts in the four project regions Tanga, Mbeya, Mtwara and Lindi • Identification of interventions that are similar to the activities supported by TGPSH • Basis: Individual operational plans of the four TGPSH components • In close collaboration with the health financing component • Data: electronic versions of all CCHPs provided by TGPSH
2. Challenges • Difficulties in obtaining electronic versions of CCHPs from the district level • Outdated or/and incomplete CCHPs • Plans labeled current budget year, actual data from previous years • Difficult to assign certain interventions to one of the four TGPSH components due to an overlap of actions • (e.g. both, the HRH & CD and the DSHS component conduct management trainings)
2. Challenges • No matching activities with interventions listed in the operational plans of TGPSH • Many CCHP interventions do not qualify for TGPSH support • (e.g. general procurement, maintenance of health facilities or the payment of wages)
3. Results • CCHPs of 24 districts have been analysed for the budget year 2011/2012 • Tanga: 9 CCHPs, Mbeya: 7 CCHPs, Mtwara: 6 CCHPS, Lindi: 2 CCHPs • Basis for the analysis: “Plan of Action” (Chapter 6) = information about cost centre, intervention, activity, output indicator, time frame, source and amount of funding, responsible person • On average: 120 – 220 interventions listed, 20 – 40 qualify for TGPSH support
3. Results • People involved in the CCHP planning process: • Comprehensive Excel-database with the possibility to sort the activities by region, district or component
3.1 Tanga Region Examples of Identified Interventions
3.2 Mbeya Region • Examples of Identified Interventions
3.3 Mtwara Region • Examples of Identified Interventions
3.4 Lindi Region • Examples of Identified Interventions
4. Discussion • How do we use the information? • How do we incorporate our support? • Do we need a follow up mechanism?
