BG161PO004-4.0.01-0003 „Implementation of River Information System in the Bulgarianpart of the Danube river - BULRIS“ • Deadline for Contract for Grants – 31.12.2015 г.; • Physical completion of the project – 85 %; • Financial completion of the project – 88 % (around 27,3 million lv.); • Verified expenditure– 70 % (around 18,5 million lv.). • PHASE 1 - introduced into operation the River Information System; • PHASE 2 Lot 2 “Implementation of River Information System in the Bulgarian part of the Danube river - BULRIS PHASE 2 Lot 2 – expansion of the services and the system". The deadline of the contract № DEP-20/14.11.2013 has been extended by three months, given its suspension for the period from 02/20/2015 till 05/20/2015. 4. BG161PO004-4.0.01-0003 „Implementationof River Information System in the Bulgarianpart of the Danube river - BULRIS“ • PHASE 2 LOT 3 Motor boat is supplied. Monitoring and recording of the condition of the riverbed is implemented. Hydrographical survey of the bottom of ports Rousse – East, Silistra, Tutrakan, Lom, Oryahovo, Vidin – North, Vidin – South and Vidin – Ferry terminal have been made. Vessel Traffic Management and Information System/VTMIS Phase 3/ The project is financed under OP "Transport" 2007 - 2013, the priority axis 4 "Improvement of the maritime and inland waterway" and aims at enhancing safety, security and efficiency of maritime transport, and reducing the environmental effects of pollution by ships in the sea areas of the EU. The project implementation allows to satisfy the requirements of two directives: Directive 2002/59 / EC for establishing a Community vessel traffic monitoring and information system and the obligations of the Republic of Bulgaria for the construction of a common European system for vessel traffic monitoring and information service ( SafeSeaNet)and DIRECTIVE 2010/65 / EU of the European Parliament and of the Council of 20 October 2010 on reporting formalities for ships arriving in and/or departing from ports of the Member States ХVIII Meeting of OP “Transport” 2007-2013 Monitoring Committee

9. Vessel Traffic Management and Information System/VTMIS Phase 3/ Varna Coastal center • The building for coastal management center and information services to shipping in Varna is completed. • Permittion for use has been issued for building – Act №15 / 10.02.2015 • Act №15 for fresh water and pusher, optical cable line and 20 kV cable line to the building has been issued. • In the period 04/09/2015 - 04/12/2015 the 72-hour tests of basic electrical systems were held. A request to Energo-Pro to extend the 72-hour samples to 19/06/2015 was submitted, the test of the auxiliary electrical systems and facilities of the building and the systems covered by the supply contract № DEP-21 / 12.13.2013. • Necessary documentation for entering the building in operation are being prepared. • Expected date for signing the Act №16 is 20.06.2015 ХVIII Meeting of OP “Transport” 2007-2013 Monitoring Committee

10. Vessel Traffic Management and Information System/VTMIS Phase 3/ Burgas Coastal center • The building of the coastal management center and information services to shipping in the town was built. The external power supply low voltage optical cable and external and sewage connections were completed. • Signed Act №15 /13.02.2015, with the remark concerning the building facade. • On 05.21.2015 was signed the Final Act №15, after removal of the note. • Necessary documentation for entering the building in operation are being prepared. • Expected date for signing the Act №16 is 20.06.2015 ХVIII Meeting of OP “Transport” 2007-2013 Monitoring Committee

Vessel Traffic Management and Information System/VTMIS Phase 3/ • Contract DEP-21 / 12.13.2013 Delivery and installation of equipment and performance of works on the project • In February and March 2015 were issued permits for opening of construction sites for all objects within the scope of the project. • An agreement was signed with the Ministry of Interior and issued permit for construction and installation of telecommunication equipment object “Lovnoto". • Reinforcements are made of the foundations of the existing frame towers, new frame towers have been built, mounted antennas are committed cabling installed, a part of the electronic equipment at the sites has been installed, land and compartments have been prepared for other instalations. 12. Vessel Traffic Management and Information System/VTMIS Phase 3/ • Contract DEP-21 / 12.13.2013 Delivery and installation of equipment and performance of works on the project • In the period from 17.03.2015g. to 20.03.2015, the training courses in the engineering and IT specialists were completed. • Equipment is installed in GMDSS and VTS centers. • IT infrastructure is installed in coastal stations. • Computing environment is prepared for installation of systems for the operational management of shipping and electronic documentation in maritime transport. Vessel Traffic Management and Information System/VTMIS Phase 3/ • Contract DEP-21 / 12.13.2013 Delivery and installation of equipment and performance of works on the project • Performed all factory equipment tests. • All deliveries are carried out under the contract. • Objects CC Bourgas, Galata 2, north of Varna, Pomorie, Balchik 2 and “Training Organization" have successfully passed the test (Site Acceptance Test - SAT). • Completed 80% of construction and assembly works in the contract. • The amounts already paid to the consortium "Translink" - 20 044 377.83 leva (73℅ of the contract value). • The deadline for execution of the contract is suspended until the issue of Act №16 for both buildings by a written statement from 23.04.2015. 14. Vessel Traffic Management and Information System/VTMIS Phase 3/ • MSW • The work of the National Centre of electronic documentation in maritime transport has been demonstrated and the elements of the administrative unit have been specified . • The system started working in an internal test mode April 10, 2015 • The system started working in an external test mode April 10, 2015, by which the Republic of Bulgaria will meet the requirements of Directive 2010/65 / EU. 15. Vessel Traffic Management and Information System/VTMIS Phase 3/ • MSW • On May 28 2015 in Brussels was held 15th meeting of the Expert Group on reporting formalities eMS regarding the implementation of the requirements of EU Directive 2010/65, which was attended by representatives by EMSA in connection with the introduction of version 3 interface of SafeSeaNet. • 17 member states (including Bulgaria) reported on the progress in the implementation of the Directive's requirements and the implementation of Maritime Single Window: • Full technical readiness for deployment of MSW and to move to version 3 of SSN declared Bulgaria, Denmark, Spain and Lithuania; • Readiness after removal of some technical problems within a few months or at the latest by the end of the year declared Estonia, Ireland, France, Croatia, Latvia, Norway, Britain, Poland and the Netherlands; • Organizational and legal problems in implementing announced Germany, Italy, Finland, Sweden and Belgium; • Countries which may not provide deadlines for implementation due to not started developments are Romania, Maltaand Greece. • The submission of data should be launched under the terms established in the Directive on June 1st 2015, at the beginning parallel operation of existing systems (where available) will be allowed.
