  6. treatment • People without health insurance have access to need based medical services • To anonymous testing for HIV and STDs mostly –depending on the region free of charge • No deportation to a country where adequate treatment is not available • Situation has to be examines including rural areas- NGOs operating in the country are to be consulted where necessary

  8. Commitment of States • Particular attention to migrants • Take further action to promote and guarantee human rights including fighting discrimination , especially of those most affected-drug users,, MSM, migrants, sex workers and prisoners

  9. Call on private sector • Media to report accurately • Social partners • Pharmaceutical industry agreed to cooperate to facilitate access to affordable medication
