  4. 56 miles of managed lanes Project scope consists of: Expansion of existing two lane HOV/Bus system to three lane HOV/Bus/HOT Lanes system Extension of HOV/Bus/HOT Lanes to Fredericksburg/Massaponax Demand management pricing to maintain free flow Reliability All electronic tolling HOV-3+ ride free per current law Buses ride free; no trucks Propose 33 new/existing NB/SB entry/exit points to HOT lanes I-95 / 395 Corridor

Project Status • Concurrence from FHWA on Environmental Review Process • Categorical Exclusion (North) • Environmental Assessment (South) • Executed Interim Agreement • Transportation Partnership Opportunity Fund Loan • Funding for the environmental review • Continuing discussions with key stakeholders • Advancing engineering in support of environmental process

Transit Elements of Project • Initial Proposal • Investments in infrastructure to support current and future transit operations • New exit and entry points • 28-mile extension of HOV/HOT/Bus system • Connection with Phase VIII/Capital Beltway HOT Lanes • Excess revenue for transit activities in the corridor • Six new Park & Rides • Enhancements to 12 existing bus stops/stations along the corridor • Potential refinements to Initial Proposal • Addition of Shirlington ramps • Additional entry/exit points to address effect of BRAC action • In-line station at Lorton • Future development of Park & Rides

Transit Opportunity Study • Prepared transit ‘opportunity’ maps • Based upon existing service routes, proposed new access locations, and known origins/destinations within the corridor • Met with key stakeholders to solicit feedback • VDOT • DRPT • Transit Stakeholders • TDM Groups • Prepared draft transit service changes and circulated for comments, culminated in group discussion and formal feedback • Finalizing the results of outreach efforts into a Transit Opportunity Study Report for the corridor • Coordinate with Transit Advisory Committee

Next Steps • Actively progressing the traffic model, the operational analysis of termini points, and preparation of the NEPA documentation • Delivery of the Transit Opportunity Study to VDOT/DRPT, Transit Advisory Committee • Initiation of the 2007 CLRP process • Input Assumptions due January 26th • Assumptions released for public review – February 15th • Proactive program of outreach to local governments, transportation groups, and other stakeholders • Commitment to a transparent process • Formal processes (NEPA, CLRP) offer opportunities for public input • Regular information updates to stakeholders
