  2. The Problem Slow development and utilization of Business opportunities in Europe The Intent Enhancement of integrated cross border electronic transactions of businesses, emphasizing the involvement of SMEs

The ETeB Initiative To create a fully operational e-business community, a test-bed, serving as a model to facilitate e-business in Europe A national test-bed for eBusiness is a venue for developing ideas and concepts, facilitating cross-border e-transactions, as well as utilizing solutions and standards in eBusiness. The key assumptions are: - eBusiness is a key driver for national economies. - It is possible, and is desirable from the perspective of nation states, to develop a generic model for eBusiness. - National economies do not function in isolation but are interlinked.

EU Support A national test-bed or, even better, a network of national test-beds for e-business, preferably based on open source software solutions, would provide for a practical venue for SMEs to develop their e-business processes. The aim should be to create communities with fully operational e-business networks of public and private business, resulting in a model for other communities. EU Commission and Council – “Adapting e-business policies in a changing environment”- 2003

The ETeB Overall Objective Integration of national economies through eBusiness Specific objectives related to the development of eBCM - To develop a common model for eBusiness based on a multi disciplinary, holistic approach, which takes into account all the dimensions and complexity of eBusiness in different environments from conception through proof-of-concept to actual implementation. - To benchmark national eBusiness developments. - To define, develop and establish architectures, methods and tools (the eBCM infrastructure) in support of the implementation of eBCM and the corresponding benchmarks. - Validation of eBCM and the benchmarks, based on the implementation of pilot projects run within the ETeB framework.

The eBusiness Community Model - Research & Assessment Project … aims to develop, pilot, implement and benchmark a methodical, integrated and sustainable approach for advancing B2B eBusiness based on real consensus and commitment by the participating national partners, and to avoid ad hoc initiatives, duplication of efforts, and fragmentation of resources which have characterized various developments in Europe to date.

  8. The eBusiness Community Model To ensure a holistic approach in the execution of the overall ETeB project, an eBusiness Community Model, eBCM, has been presented based on preliminary research. The proposed model is comprised of what has been called the Building Blocks of eBusiness.

Benefits From Utilizing a Community Model • European benchmark for e-business economy • Collective experience and pooled knowledge vs. independent solutions by countries in a fragmented and disparate approach. • Aiming for optimal synergy between initiatives • Enabling rapid development of integrated communities, reaching a critical mass of participants and optimal efficiency of business processes

Are service providers aware of and responsive to users requirements? Is there an efficient cooperation network in place? Is there coherence and cooperation between the multitude of initiatives? Is the current law supporting the use of the solution? Are there different and/or contradictory interpretations of current law / directives? Are there clear regulations on their use in place? Is there general consensus on standards? Do eBusiness agreements refere to the solution? Is information security assured? Is there assurance policy and strategy in place or ad-hoc? Has the solution been adabted to users specific needs? Is there cross borderinteroperability between solutions? Has content been synchronized / harmonized?
