PURPOSE OF CAPACITY BUILDING Raise awareness of the NQF objectives and principles of lifelong learning and quality education and training. Focus on quality assurance processes and procedures as well as improvements to these. It is one of the strategies that is visible, appropriate and directed to all Accredited training providers. PURPOSE OF CAPACITY BUILDING It is part of the ETQA's functions to promote the NQF objectives and comply with the new regulations. This is to ensure that we provide developmental plans and support the accredited skills development providers and learners. YOUR PARTNER IN SKILLSDEVELOPMENT

VERIFICATION VISIT To ensure accuracy and validity of learner assessment records submitted. Results reflect actual competency against Unit standards/ Qualification. VERIFICATION CHECKLIST SASSETA ETQA won’t Certify learners that are deemed Not Yet Competent (NYC) NB: Training providers are reminded to submit the report for the learners that are NYC, so that learners information maybe updated on the SMS To avoid duplication on the SMS YOUR PARTNER IN SKILLSDEVELOPMENT
EXPECTATIONS Accredited Provider are expected to: • Comply with the notional hours • Conduct training, assessments & moderation • Requests verification visit and submit learner achievements • The QCTO directive clearly requires the implementation of the national assessment in Full Qualification by accredited training providers and its compulsory with effect from 1st April 2020. • Training providers required to comply with the Final Integrated Summative Assessment( FISA) - Full Qualification YOUR PARTNER IN SKILLSDEVELOPMENT
EXPECTATIONS SASSETA will: • Conduct verification • Conduct Monitoring and Evaluation Visit • Conduct Site Validation visit • Verify Provider and Learner information • QCTO will be responsible for endorsing Learner results before the printing of Learner Certificates. • In future training providers will be expected to capture learner information unto the SMS YOUR PARTNER IN SKILLSDEVELOPMENT

MONITORING PROCESS • A process of external verifiers to verify the authenticity of learner results in order to confirm or overturn findings • This to ensure the quality of all Education, Training and Development practices as set out in principles and criteria laid down by QCTO, SAQA, the NQF, and Skills Development Act processes. • Monitoring ensures that providers follow a systematic process to achieve excellence in training delivery for unit standards falling within the accreditation scope of the SASSETA. MONITORING AND EVALUATION YOUR PARTNER IN SKILLSDEVELOPMENT
LEARNER CERTIFICATION • Learner certification is an integral part and critical component of the SASSETA (ETQA) • Learners who have demonstrated competency against qualification /unit standards are certified • Learner Upload its done with National Learner Record Database (NLRD) YOUR PARTNER IN SKILLSDEVELOPMENT
LEARNER CERTIFICATION YOUR PARTNER IN SKILLSDEVELOPMENT
LEARNER CERTIFICATION • SASSETA ETQA will continue to certify all the learners until 31stJune 2023 or until the expiry date of the qualifications/unit standard/s which ever one occurs first. • With effect from 1 April 2020 QCTO will endorse the Quality Assure issuing of certification by SETA’s. • QCTO will continue to issue Occupational Qualifications Certificates for the learners. GENERAL INFORMATION Required information: All accredited training providers are requested to update the SASSETA offices in writing about the following: • New address (Moving to New Premises) • Contact details(Email and Telephone) • Additional Branch (Branches in other Provinces) • Assessor and Moderator (Linking/ De-linking to a provider) • Name Change YOUR PARTNER IN SKILLSDEVELOPMENT
GENERAL INFORMATION Required information: Legislative compliance- Quarterly Reporting: • Company Registration: Annual Fee/ compliance • Tax Clearance Certificate • Lease agreement • Letter from the accounting firm • PSIRA Certificate YOUR PARTNER IN SKILLSDEVELOPMENT
CHALLENGES Providers not complying with the following: • Providers not having implementation plan • Providers do not request Verification • Providers do not have registered assessor and moderators for all the unit standard/ Qualification i.e. not submitting/capturing learner information and achievements timeously Records • Providers do not keep records of formative assessment and judgments. • Providers do not keep records of which unit standards and outcomes were covered. CHALLENGES Providers not conducting complete moderation • Moderation takes place without a plan/strategy and seldom adheres to the outcomes they need to achieve • Written feedback is very seldom given to the assessors and there is very little place on the report for the assessor to provide written feedback to the moderator.
