Recommendations for Enhancing Biodiversity Metadata and Persistent Identifier Systems

This report outlines essential strategies for the Global Biodiversity Information Facility (GBIF) to establish a robust distributed metadata catalog system to improve discovery and access to various biodiversity data types. Key recommendations include aligning with existing metadata initiatives, adopting metadata specifications, and promoting the use of controlled vocabularies. Additionally, the report emphasizes the significance of persistent identifiers for effective data linking and suggests education, outreach, and unique identifier issuance to enhance data exchange. Support for identifier technologies like LSIDs and HTTP URIs is also essential.

  3. Metadata To become a major provider of discovery and access servicesfor a wide variety of biodiversity data types, GBIF must build a distributed metadata catalog system. The report provides recommendations on: Alignment with other metadata initiatives Metadata specifications Metadata catalogue system and network Metadata editors Controlled vocabularies

  6. Persistent Identifiers Effective identification of data objects is essential for linkingthe world’s biodiversity data. If GBIF is to enable the exchange of biodiversity data it must promote identifier adoption through: education, training, outreach leadership practical services Issue unique identifiers for your data!

  7. Persistent Identifiers • Particular recommendations on: • use of appropriate identifier technologies, in particular LSIDs and HTTP URIsMetadata specifications • adoption of Linked Dataprinciples to align with Semantic Web • provision of servicesto support identifier resolution, redirection, metadata hosting, and caching controlled vocabularies • extension of the role of the data portal to support vocabulary services
