INRETS is a public research institute - under the joint supervision of Research and Transport Ministries

to organize, execute and assess research transport systems,

 to carry out technological assessment and decision support,

 to promote technical developments, transfer of research results and to

 improve scientific information dissemination.

Estas main filed- Assesment

  • Systems assessed are : subways & trains like VALs, Maggaly, Meteor, TGV-North, TGV-South
  • Estas is a Certifer member, French Notified Body
  • Complexity depends on the degree of automatisation :

Simplest = monitors the driver’s actions

Most complex = fully automatic driving

Future:Risk analysis & safety assessment
  • Develop database (based on AEIF architecture) of railway functions to act as a harmonised basis for accident scenarios & risk apportionment
  • Common taxonomy (more than a glossary), model base (bowtie) and tools (software, etc.) for risk analysis
  • Harmonisation of a generic set of scenarios for risks to be controlled in all system phases, with emphasis on human factors
  • How to apply the generic set of scenarios to specific rail processes to define the necessary risk control measures + performance indicators/targets relevant to them – emphasis on human factors & links to rule management
  • How to translate the common safety indicators and targets into specific indicators for a given process in a given country

  • Develop better methods of analysing risk in maintenance activities & other transitions between system states
  • Develop harmonised approaches for assessing tolerable (societal/group) risk and comparing rail risk with other comparable risks (system boundary, units, exposure), to temper excessive demands for improved passenger safety
  • Assess the usefulness of minor injury statistics as performance indicator
  • Develop simulation models for safety validation (dynamic aspects), methodologies for the development of Cross Acceptance, interoperability and interchangeability criteria
