The idea behind this Objective (P166 Bangkok Plan of Action) is to • Enhance the knowledge and skills of policy makers on the inter-relationship between trade, finance, investment and development • Strengthen their policy formulation and implementation capacity and negotiation skills at the bilateral, regional and multilateral levels.

  4. Objective • Enhance support to Geneva based missions especially in deliberations at the multilateral level; • Understand and appreciate the analytical and practical work at UNCTAD that are built into the curricula of the training course.

  5. Objective • Design course content from UNCTAD’s work on trade and development; empirical studies, analytical reports, technical cooperation activities • Structure program to take into account regional specificities – past evaluations; on-going studies, research; in-house discussions - to fine tune program • Collaborate with experts at UN Regional Commissions, Vi member universities and experiences of national experts for coherence • Deliver - lectures, case studies, problem solving, group work, exchange of experiences, simulation exercise.

Target audience • Government: Trade policy officials; Central bankers; Investment experts; Economists; Geneva based delegates – invited through Geneva PMs, Ministries, UNDP country offices. • Academia: Academics in universities and research institutes – who teach and research in these areas – invited through Vi network.

  8. IMPACT • Measured at the end of each regional course – has the learning been useful, enriching, interesting? • AND ……. • Six months after the end of each course – how exactly has this learning been applied, where, how?

Improvement in knowledge on various trade, trade related areas, finance and investment matters Increased awareness at the diverse policy conditions to attain competitiveness Can better identify these issues and understand their treatment in trade negotiations Can draft effective policy proposals for decision makers, impact on local industries and linkages with TNCs Impact

Personal development - higher level of motivation - learn and understand further these issues Regard the high value added of the course and its pedagogic approach Understand better country's negotiating position; contribute to country's bilateral, regional and multilateral trading negotiations Feedback from supervisors – recognize high value of the course content and its relevance to jobs performed Impact

  11. Challenges: • Design new courses for 2008-2009 - how to do better what is now being done well –review needs of stakeholders for capacity building in the area of trade and development.

  12. Conduct annual rather than bi-annual courses Stylise course for parliamentarians and decision makers Secure predictable funding for continued long term support to this program Challenges
