SITE OPERATIONS SERVICES FOR THE NATIONAL ENERGY TECHNOLOGY LABORATORY (SOS) Program Background: The contractor shall develop and implement innovative approaches and adopt practices that foster continuous improvement in accomplishing the mission of the National Energy Technology Laboratory (NETL). Furthermore, the contractor shall use effective and efficient management structures, systems, and operations that are cost-effective while maintaining high levels of quality and safety in accomplishing the NETL mission. The contractor shall conduct all work in a manner that continuously improves productivity, minimizes waste, and complies with all applicable laws, regulations, terms, and conditions of the contract.

SITE OPERATIONS SERVICES FOR THE NATIONAL ENERGY TECHNOLOGY LABORATORY (SOS) Requirements: The Contractor shall expect to provide the following services: • Janitorial Support Services (Pittsburgh, PA site only) • Grounds Maintenance Services (Pittsburgh, PA site only) • Mail Room Distribution and Services (Pittsburgh, PA site only) • General Engineering, Design, Drafting, and Drawing Services • Site Operations Support Services • Motor Pool and Shuttle Services • Environmental Programs Support Services • Health Programs Support Services

SITE OPERATIONS SERVICES FOR THE NATIONAL ENERGY TECHNOLOGY LABORATORY (SOS) Primary Objective: There are 3 main objectives for this contract: • The primary objective of the SOS contract is to provide contractor site management support services that will enable the U.S. Department of Energy’s National Energy Technology Laboratory (NETL) Site Operations Division (SOD) to accomplish its mission at NETL facilities located in Morgantown, West Virginia, and Pittsburgh, Pennsylvania. • The SOD mission is to provide, operate, and maintain state-of-the-art facilities to support and enhance accomplishment of DOE program goals.

SITE OPERATIONS SERVICES FOR THE NATIONAL ENERGY TECHNOLOGY LABORATORY (SOS) Primary Objective Continued: • The site management support services include providing cost-effective, reliable, energy efficient utilities and services, facilities, and equipment to NETL in an environmentally acceptable manner • Site management support specifically includes: • Engineering and technical management and consultation services • Life-cycle asset management and consultation services • Property management services

SITE OPERATIONS SERVICES FOR THE NATIONAL ENERGY TECHNOLOGY LABORATORY (SOS) Second Objective: • The second objective is to provide R&D facility support services that enable the on-site DOE/NETL R&D organization to accomplish its mission at NETL facilities located in Morgantown, West Virginia, and Pittsburgh, Pennsylvania. The primary mission of the research program is to conduct world-class research activities that make vital contributions in the production and use of fossil energy in an environmentally acceptable manner. • These R&D facility support services specifically include: • Research facility engineering and construction support • Research facility maintenance support • Fabrication and assembly support • Research facility utilities and services support • Quality assurance and quality control support

SITE OPERATIONS SERVICES FOR THE NATIONAL ENERGY TECHNOLOGY LABORATORY (SOS) Third Objective: • The third objective is to provide Environmental, Safety, & Health (ES&H) maintenance and infrastructure support services that enable the DOE/NETL ES&H Division to accomplish its mission at NETL facilities located in Morgantown, West Virginia, and Pittsburgh, Pennsylvania • These ES&H maintenance and infrastructure support services specifically include: • Fire protection program support • Fire alarm and gas alarm network support • Emergency notification system support • Miscellaneous ES&H facility maintenance support
