TEL and QA • TEL = Technology Enhanced Learning • http://www.stellarnet.eu (global network) • http://telmap.org (futures, horizon scans) • “Grand Challenges” in TEL R&D include evidence-based quality improvement, innovation • EU QA agencies can link with EU TEL & AROQAE to drive consensus/standards in QA and Accreditation • E.g., maybe develop a Global QA Register for Higher Education, including an Arab-world version of EQAR (a register of QA agencies, listing those that substantially comply with EU Standards and Guidelines for QA)

Examples of other challenges • About academic accreditation, consensus what is the focus? • Is it Retrospective (e.g., evidence-based)? • Is it Prospective (e.g., based on capabilities, such as absorptive capacity)? • If the focus is “fit for purpose”?, who decides? • Add Innovation to QA? e.g. to increase the resilience and flexibility of graduates

  4. Is QI a Challenge for QA? • Quality Assurance – QA can be reactive, retrospective. It can be used for policing, determining who was at fault after something went wrong. • Quality Improvement – “QI is a formal approach to the analysis of performance and systematic efforts to improve it. It involves both prospective and retrospective reviews. It is aimed at improvement -- measuring where you are, and figuring out ways to make things better. Is Innovation a Challenge for QA? • “Broadly speaking, [QA] aims for high and sustainable performance in existing business areas, while innovation aims for a breakthrough in business areas. …an organisation has to be innovative in solving problems to achieve quality and has to have the quality backing to deliver a sustainable innovation. …quality appears to require conformance to a standard whereas innovation suggests a deviation. Draft Invitation (for discussion) • To jointly-formulate a set of linked proposals to bring together the TEL R&D community and AROQAE’s QA in Education community • The proposed focus for the proposals is to combine and refine our experience of QA, in the context of AROQAE 2012 • The initial funders for the proposals could include eg Gates Foundation, EU Programmes
