Emergence of the predecessing unions of the Austrian Metalworking-Textiles-Food Workers´Union Metalworking: On November 23rd, 1890 after repressions from the authorities´side and attempts to suppress their activities „the Association of Iron and Metalworkers and their Co-Workers of Lower Austria“ finally succeeded in gaining a decree from the austro-hungarian monarchy´s authorities in Vienna, granting them free establishment and a non-prohibition clause. Upon initiative of the already established metalworkers´associations of Brno, Innsbruck and Eger and the newly founded Association in Lower Austria, on Christmas of the same year „The first Austrian Metalworker Congress“ was convened.

Emergence of the predecessing unions of the Austrian Metalworking-Textiles-Food Workers´Union Food Workers: On 9 June 1892 in Vienna I, Reichsratsstrasse 3, an union assembly focusing on the issue of „the value of having a central association, unifying the different local unions in the food processing industries“ took place. Christmas 1894 finally saw the constituting assembly of the „Head Association of workers´unions in the food processing and tobacco industries “ With the participation of the professional bakers´unions of Brünn, Karlsbad, Laibach, Pilsen, Prague, Proßnitz and Salzburg. On 1. Februar 1921 the final step to the formation of the central association was taken.

Emergence of the predecessing unions of the Austrian Metalworking-Textiles-Food Workers´Union Agricultural sector: The constituting assembly of the „Association of workers in the agricultural and forestry of Lower Austria“ took place on 20 May 1906. The foundation of the association in Lower Austrian marked the beginning of a unifying process, ending with the formation of a head association. This head organisation was founded as„the Association of Austrian agricultural and forestry workers“ in 1907. Already in 1897 the „Association of hop, agricultural and forestry workers Arbeiter“ in Saaz/Zatec was established.

Emergence of the predecessing unions of the Austrian Metalworking-Textiles-Food Workers´Union Textiles: Around 1870 in the textiles small crafts sector already several so called „Professional Associations“ existed, f.e for hat makers´assistants, furriers, cap makers, leather dressers and dyers and other craftsmen. The Austrian Textile Workers´Association was established in 1894.

Emergence of the predecessing unions of the Austrian Metalworking-Textiles-Food Workers´Union • In 1945 about 16 different branch unions existed , among them • The Metal and Mining Workers´Union (later Metalworking-Mining-Energy ) • The Textile Workers´Union (later Textiles-Garment-Leather) • The Food-Processing and Tobacco Workers´Union • The Union of the Workers in the Agricultural and Forestry Sector • (later Agriculture-Forestry-Gardening)

Emergence of the predecessing unions of the Austrian Metalworking-Textiles-Food Workers´Union • 1991 Merger of the Food-Processing and Tobacco Workers´Union and Agriculture-Forestry and Gardening Workers´Union to Agricultural, Food, Beverage and Tobacco Workers’ Union(as a response to a massive reduction of employees in the agricultural and forestry sector/ • 1869 67% 1945 33% 2008 5% (share of total employees) • 2000 Merger of Metalworking-Mining and Energy Workers´Union and Textiles-Garment and Leather Workers´Union to Metalworking and Textiles Union • (main reason being the significant reduction of employees in the textiles industry) • 2006 Merger of Metalworking-Textiles Union and Agricultural, Food, Beverage, Food-Processing and Tobacco Workers’ Union • (main reason being the significant reduction of employees in the food-processing industry)

Idea of a merger Metalworking-Textiles-Food-Processing • First idea of merger • When: • 1997 during the debate on an internal structural reform of the ÖGB • Why: • Structural change of the textiles industry – membership losses; • Effort to maintain collective bargaining and works council/memberservices structures • 1978: First union merger in Austria- ´amalgamation of the Hotel-Catering and Personal Services´ Union

Procedure of unification • Admittance of the Textiles-Leather-Clothing Workers´Union and at a later stage of the Agricultural-Food Processing-Beverage-Tobacco Workers´Union to the Metalworking-Mining and Energy Workers´Union • Merger of both unions´congresses (as their highest bodies) • Adoption of joint statutes and working programme, election of joint bodies • While retaining • the regional structure, works councils services in companies • As well as structure of local organisations, in districts, regional organisations, headquarters • Sector committees for collective bargaining and other branch-related issues in the different sectors now represented within the union

Finances& Staff matters • Finances • Pooling of funds and property • Equal membership fees amounting to 1% of monthly gross wage • Equal collection and allocation of membership fees • Equal benefits for members and works´ councils • Staff • Integration of staff in different regional organisations and departments • Partially new definition of individual job areas • Gaining of proficiency in textiles´sector (collective agreements) • Avoidance of dismissals- synergies created by natural fluctuation

Union mergers in Austria 1945 16 branch unions • Merger of the Personal Services´Union and the Catering Workers´Union to form the Hotel, Catering and Personal Services´Union 1991 Merger of the Food-Processing and Tobacco Workers´Union and the Agricultural-Forestry-Gardening Union to form the Agricultural, Beverage, Food-Processing and Tobacco Workers’ Union 2000 Merger of the Metalworking-Mining and Energy Workers´Union and the Textiles-Garment-Leather Union to form the Metalworking and Textiles´Union
