  19. During the Munich Conference, Russia, Germany, Britain, France, and Italy met to decide how to respond to Hitler’s acts of aggression. The Allies agreed to allow Hitler to keep the land he had conquered so far and Hitler agreed not to invade Poland.

His negotiating partners, however, hoped to prevent a European conflict through a policy of appeasement.
