Background • District population 225,732 • Number of Household 47,266 • Has 25 wards, 83 villages • Health Service Delivery System includes: • 2 hospitals – 1 Government and 1 VA, • 7 Health Centres – 4 Government, 2 Private and 1 VA • 53 Dispensaries, 27 Government, 14 VA and 12 Private, • CHF sensitization started January 2002, and launched September, 2006.
Factors Hindering CHF Launching 1.The long process of community sensitization:- • Sensitization of District Authority and CHMT • Sensitization of Counsellors • Formation and sensitization of health facility committees and ward health committees, 25 wards, 32 health facilities.
Cont….. 2. Delay in By-Law making • The Council had no Legal Officer, we had to depend on neighbour councils. • Long process in Legal procedures until the approval by the Attorney General (Prepared 2002 – approved may 2003).

Delay in formation and inauguration of the CHSB:- • It took very long time to get members from the community – as these have to apply from their respective villages and wards’ • The Council Health Social Services Committee have to approve the elected members from the community, • MOHSW have to train the CHSB before its inauguration by the District Commissioner.
