2.1 Establish a team with appropriate expertise to conduct the reviews • Harder than it sounds, but critical • Content expertise: essential, but best if agnostic about the comparative effectiveness
2.2 Manage bias and COI on the team • How do you assess and get disclosure of “professional or intellectual” bias? • When do you exclude individuals? • Exclude individuals “with direct financial interest”
2.3 Ensure user and stakeholder input • Guideline developers • Consumers: how best to do this?
2.4 Manage bias and COI for individual providing input to the SR • Professional or intellectual bias may be difficult to assess • Sponsors – important regardless who the sponsor is • Who do you exclude? • “individuals who would diminish the credibility of the review”
2.5 Formulate the topic for the SR • Analytic framework is key for clarity of thinking • Stakeholder input – EPCs use technical expert panel • How best to include consumer?
