Building Law • Planning <> realisation of plan • Urban scale (e.g. zoning, functions) • Building scale (e.g. technical prescriptions) • Building law is a tool to realise plans • instruments at different scale levels • range of instruments: permits, surveying, control, sanctions,… • Research target: improvement of the effectiveness of the actual legal toolbox to guarantee conformity of the realisetions to the plans • Analysis of actual instruments • Exchange of experiences with Dutch legal instruments • Improvement proposals

  15. Building economics:Provisional conclusions • Real interest is high. This means: • high capital costs • low financial advantage of investment in long life versus investment in short life buildings • Earthquake resistant buildings are expensive => crowding out of finance for less expensive buildings for a greater number of people. • Low cost construction means: maximise use of regional construction capacity in terms of labour, materials and technology. • Problems around finance, land use and distribution of housing call for strong organizing capacity.
