    • Real interest is high. This means:

      • high capital costs

      • low financial advantage of investment in long life versus investment in short life buildings

    • Earthquake resistant buildings are expensive => crowding out of finance for less expensive buildings for a greater number of people.

    • Low cost construction means: maximise use of regional construction capacity in terms of labour, materials and technology.

    • Problems around finance, land use and distribution of housing call for strong organizing capacity.
