Building Law • Planning <> realisation of plan • Urban scale (e.g. zoning, functions) • Building scale (e.g. technical prescriptions) • Building law is a tool to realise plans • instruments at different scale levels • range of instruments: permits, surveying, control, sanctions,… • Research target: improvement of the effectiveness of the actual legal toolbox to guarantee conformity of the realisetions to the plans • Analysis of actual instruments • Exchange of experiences with Dutch legal instruments • Improvement proposals
Building economics:Provisional conclusions • Real interest is high. This means: • high capital costs • low financial advantage of investment in long life versus investment in short life buildings • Earthquake resistant buildings are expensive => crowding out of finance for less expensive buildings for a greater number of people. • Low cost construction means: maximise use of regional construction capacity in terms of labour, materials and technology. • Problems around finance, land use and distribution of housing call for strong organizing capacity.
Area Development • Evolution of real estate stocks and functions at urban scale • Increasing complexity • programs to be accommodated • decision processes • stakeholder management • Research proposal • Development of tools to support these complex processes of (re)development, condensation, evolution from villages to cities, function changes of urban areas,… • With respect of urban quality concepts, function mixes, real estate positions and sustainability
Housing • Housing concept will change in the oncoming years • Therefore capacity need will change, type of housing will change • Social housing capacity to be planned and allocated • Research: • Accommodating to actual needs but planning for the future: sustainable stock and floorplan concepts • Location decisions and their social impacts • Financing of low cost housing / Corporations • Management of large housing portfolio’s
