PERSON-IN-CHARGE • The Person-in-Charge (PIC) is a responsible person at the center that takes the Center Coordinators place when she/he is unable to be there. • Qualifications of PIC • The PIC has received the RCMA Person-in-Charge training. • The PIC is required to have a Director’s Credential.

  3. PERSON-IN-CHARGE • Minimum Age Requirements: In the absence of the operator, there must be a staff person at least 21 years of age in charge of the child care facility, and on the premises at all times. • Post the name of individual in a conspicuous place

  4. PERSON-IN-CHARGE(CONTINUED) • CONSIDERATIONS Should the Person in Charge be responsible for a group of children?

  5. CONFIDENTIALITY OF CHILDREN & STAFF FILES • Children and staff files contain confidential information. • They are stored in a locked cabinet at all times. • Files must be available to authorized personnel only PIC must know where key for cabinet is stored

CONFIDENTIALITY OF CHILDREN’S FILES (CONTINUED) • “Authorized persons” who can access files are; • Center Coordinator, Person in Charge, Early Childhood Specialist, Statewide Staff, DCF Inspector, FSW, DES, Area Team, and Federal Reviewers and the parent of the child enrolled • Post list of authorized personnel outside of filing cabinet

  8. KNOW THE DAILY ATTENDANCE….. • MAINTAIN ACCURATE ATTENDANCE AT THE CENTER. • Guidance: • If a child is absent for three consecutive days, contact must be with parents regarding this absence, and documented in child’s file • Give count of children to cook and document on meal count

  9. What is proper supervision? • Constant visual contact of the children assigned to you.

  10. Chapter 65C-22(5) Supervision • (a) Direct supervision means watching and directing children’s activities within the same room or designated outdoor play area and responding to each child’s need.

  11. We Count the Children! • From one room to another • In and out the door • To the playground and back • Out to fire drills (and back) • During naptime • Periodically during the day • On and off the bus/vehicle

  12. NOW we have 17 Sign-In KIDS! Keep your daily count visible • Put your daily kid count on a board • Near the door & sign-in sheet • Change it when kids leave or arrive • Check it often & count the kids

  13. Sign-in Sheet matches the Count! • Sign-in Sheets are our official master count • If a child leaves the room, the count changes • Add child back in upon return

STAFF/CHILDREN RATIOS • RCMA CENTERS FOLLOW LICENSING RATIOS AND MOST CENTERS EXCEED THE STANDARDS. • Guidance: Licensing Standard 65C-22.001(4) • Center Coordinators ensure PIC has list of: • Classrooms with group size • Number of teachers required per group • Group size varies by funding source and centers • Remember there must be two teachers at all times in every classroom

  16. CALL TO REPORT SUSPICION OF CHILD ABUSE • Child Abuse Hotline 1-800-96ABUSE • Local Police A report is a request for an investigation, not a proven fact. Under law, child care workers are mandatory reporters – with a legal obligation to report suspicion or knowledge of child abuse.

RCMA Policy: Accusation of Staff Hitting a Child Employee Handbook, page 30 Violations requiring immediate termination • Disregard of policies, procedures, and regulations thatresult in a threat to the safety and/or health of a child • Emotional abuse to include cruelty, harassment, humiliation, isolation, and denial of an opportunity to play • Physical abuse to include hitting, or spanking a child as a form of discipline and/or harshly grabbing or shaking a child

  21. Purpose • To prepare staff to act quickly to ensure the health and well-being of each child. • Staff who are knowledgeable and well-trained on emergency procedures are prepared to protect the children in their care.

  25. Emergency Situations • Be prepared for these situations: • CPR/Choking • Dental • Medical/Fire • Weather • When a Child is Missing • Intruder or Dangerous Person

  27. Daily Transportation • Know the daily routes • Know who is on transportation • Know the back up plan in case of absence for the driver
