    1. California Electricity and Air Quality Conference October 3, 2006 Sacramento Anne Happel, Ph.D.

    2. I-PLACE3S Overview Smart Growth Planning Tool Integrates regional data to evaluate alternative growth scenarios Used to get “consensus” on future land use for regional growth plans and city/county general plans History Current Users Sacramento Council of Governments San Luis Obispo Council of Governments San Diego Association of Governments Add new I-PLACE3S energy module

    3. Currently… During the planning process regional and local governments analyze transportation, housing, air quality and other issues… Rarely address energy supply, demand, and potential generation & efficiency options Tools to analyze energy options are needed Cities and regions need to plan for energy usage as they plan future growth Include future power plant site(s) in long range regional plan Set “practical” sustainability goals Set “practical” renewable energy goals

    4. Smart Growth mitigates air quality impacts Reduces VMT Higher densities can provide energy savings With energy module … Test reductions in electric demand due to DG options Renewable DG options (PV, Solar hot water, Rural small wind turbines) And analyze air impacts for non-renewable DG technologies (Reciprocating ICE, Micro-turbines, Gas turbines, Fuel cells) Land Use Planning & Air Quality

    5. I-PLACE3S Supports Land Use Planning Regional Government Needs Long-range transportation planning Long-range growth planning - Job and housing allocations Local Government Needs Align general plans with regional plan Near-term planning - approve new development projects

    6. Regional Planning Example SACOG Blueprint Project Engages the public & local government in crafting a vision for future growth Held workshops in neighborhoods, cities, and counties Created & compared future growth scenarios Base case - continue recent development patterns Smart growth scenarios - developed by planners and workshop participants I-PLACE3S allows users to quickly analyze the results of each scenario for - Housing, employment, reinvestment, amount of urbanized land, preservation of agricultural land, growth near transit, vehicle miles traveled …

    7. SACOG Smart Growth Indicators

    8. Local Energy Planning Sacramento Railyards Redevelopment Project Land use per parcels are known & development is in the approval process The buildings and utility infrastructure have not been designed or constructed  Analyze expected typical energy use/demand Evaluate distributed generation & energy efficiency options Test increased energy efficiencies ~ 15%+ 2005 Title 24 standards commercial facilities - cooling and lighting residential units - cooling and heating

    9. Railyards - Utility Interest SMUD concerned with delivery of energy Exploring use of district heating and cooling (DHC) system Delivery of chilled water to replace electric cooling equipment Delivery of hot water for space heating and domestic hot water instead Need to know estimated aggregated energy profiles for development

    10. I-PLACE3S Energy Module Methodology Residential Single Family (Small, Medium, Large) Low-rise Apartment/Condo High-rise Apartment/Condo Townhouse Rural residential Mobile home Group Home Produced by ArchEnergy and Associates Commercial Assembly Education – Primary School Education – Secondary School Education – Community College Education – University Education – Relocatable Classroom Grocery Health/Medical – Hospital Health/Medical – Nursing Home Lodging – Hotel Lodging – Motel Manufacturing – Bio/Tech Manufacturing – Light Industrial Office – Large Office – Small Restaurant – Sit-Down Restaurant – Fast-Food Retail – 3-Story Large Retail – Single-Story Large Retail – Small Storage – Conditioned Storage – Unconditioned Storage – Refrigerated Warehouse Obtaining DEER Commercial baseline buildings data

    11. Example New Development

    12. Analysis of New Development Projected New Residential Demand 13,312,597 kWh All Title 24 compliant housing (571 single family homes and 1,006 condo/apartment units)

    13. Exceed Title 24 or Apply DG Evaluate reductions in projected residential demand if reduce cooling load by 15% Reduces overall electricity usage by 2.9% DG evaluation features are being implemented PV, solar thermal HW, rural small wind turbine

    14. Conclusions and Future Research Needs Development of the I-PLACE3S energy module for residential buildings is near completed Work on the commercial buildings is ongoing and will use DEER baseline modeling Future needs - investigate full integration of DEER efficiency data
