  1. William Bircham Head of Safety, Quality & Environment Amey Rail

  2. Accept the “givens” • Integration has happened for us • BS8800 showed that ISO 14001 model was acceptable • Will not discuss pros & cons of integration - just audit aspects

  3. Integrating H&S and Environmental Auditing • Definition of “Integrated Audit” • Practicalities - time / money / resources • Evidence of performance improvements • How long before safety benefits are visible • HSE & EA view • Compromising of standards • Integration thoroughness

  4. Integrated Audit Definition • The appraisal of processes to determine whether they are operating as documented…. …. and to determine if they are effective for their stated purpose……. ….and that the stated purpose is a benefit to the business

  5. Practicalities of Integration • Dependant upon:- • Complexity of current audit system • similarities of systems • Types of Audit: • 1st Party - 2nd Party - 3rd Party • Big Bang approach v Little & often • Horizontal v Vertical audits • process e.g. Document Control • organisational e.g. Production • Rule of thumb • The smaller the strategic Business Unit the easier and more cost effective the Audit integration process

  6. Performance ImprovementsCorrective Action Requests

  7. Performance Improvements • each CAR takes up management time • less CARs = more time for managers to do their job • each Audit takes up management time • less Audits = more time for managers to do their job • identification of process synergies & duplications • build on one, remove the other • move from compliance to procedures to good management practice • reduction in ‘audit fatigue’ • development of business process experts‘super auditors’

  8. How long before safety benefits are visible? • Simple question - but almost impossible to measure in simplistic numerical terms • Audits highlight failings in safety processes: • information flow (documents / structured meetings) • planning processes - identify shortcomings in advance • Process changes - can be quickly implemented and are seen to add value which drives- • Culture Changes measured with complex Culture models to demonstrate positive benefits • can do attitude • desire to improve

  9. How long before safety benefits are visible?

  10. HSE & EA view • HSE • Measures internal procedures against legislation • Measures implementation of procedures • Measure effectiveness of procedures • EA • Measures internal procedures against legislation • Measures implementation of procedures • Measure effectiveness of procedures

  11. HSE & EA view Environmental Legislation Health & Safety Legislation Internal Procedures Compliance

  12. Joint Procedures H& Safety Procedures Environmental Procedures Compromising of standards Environmental Legislation Health & Safety Legislation Compliance Compliance

  13. Integrated AuditThoroughness & Frequency • Traditional Audits look at single Dept procedures only and measured:- • Health & Safety compliance • Environmental Management • Quality Management • Industry Specific (Safety Case regimes) compliance • An Audit (Sometimes several) for each discipline • Integrated Audits look at multiple processes across the Business • Still measure compliance • Also measure contribution to business success • Less specific audits, but more thorough, overall reduction in time

  14. Audit System Audit System Integrated AuditThoroughness & Frequency • Traditional • Simple Plan Required • No Linkages • Process Map Dept, not Business • Ignores interfaces • Output from one audit has nil effect on the next • Integrated • Robust Plan Required • Clear Linkages • Process Map Business, not Dept • Explore / reveal interfaces • Output from one audit feeds input to the next

  15. Summary • Integrated audits work at the following levels:- • reduction in auditing time • increase in effective focusing of resources • can provide quick hits and long term improvement • can tackle business issues to improve the whole • seen as an aid rather than suffered • fewer Auditors (We have one for H&S, Env & QA!) • less paperwork
