  3. 3G Spectrum Study Plan • Executive Memorandum • Issued in October, 2000 • Federal agencies to work w/FCC & private sector to ID 3G spectrum • Internet & new services • Jobs & global competitiveness • USG Plan • NTIA - report inventory 1755-1850 MHz • FCC - report inventory 2500-2690 MHz • 3G characteristics table • Determine feasibility of sharing

  4. 3G Spectrum Study • NTIA & DoD Inventory in 1755-1850 MHz • Satellite control systems - ground based • Conventional fixed systems - medium capacity • Tactical radio relay - similar to temporary fixed • Air combat training systems • Other national defense systems • DoD Report - 1755-1850 3G sharing • FCC inventory in 2500-2690 MHz • MMDS/ITFS Note: 1710-1755 MHz to be transferred from government use to FCC in 2004; mixed use, 17 protected areas.

NTIA/Industry Meetings • NTIA held four “Outreach” meetings with Industry • 12/1/2000 - 2/15/2001 • Described progress of NTIA studies • Very limited opportunity for industry feedback • Panel format- NTIA, FCC, DoD, NTIA Chief Greg Rhode • Industry committee organized • Held four “Reachback” meetings with NTIA • Attempt to provide forum for meaningful exchange of technical information • Well attended by both industry and USG (NTIA, FCC, DoD)

  7. 3G Spectrum Activities • NTIA NPRM - Mandatory reimbursement rules for relocation in 1710-1755 MHz and future reallocations • FCC says precedent setting • Federal exemptions, e.g., power agencies • Cost sharing among bidders • No sunset on reimbursement • Negotiation rules • Costs identified in advance of auction ($460-810 M) • Issue re: timing of relocation Docket 001206341-0341-01 Comments due: 3/19/01 Replies due: 4/18/01

FCC 3G Spectrum Report • “Spectrum Study of 2500-2690 MHz Band: The Potential for Accommodating Third Generation Mobile Systems” (Docket 00-258) • OET & MM, WT, IB • 2500-2690, 1710-1855, 806-960 Identified for 3G by WRC-2000 • 2500-2690 currently used by ITFS & MMDS in US • Fed Register 4/11/01 • Potential alternate frequency bands for relocating ITFS/MMDS and associated costs • FCC solicited comments on final report • Comments due 4/16/01 • Can file electronically
