Intended Outcomes for Today Participants will leave the meeting with: • Increased knowledge regarding selected Title I programmatic elements & requirements • Increased familiarity with ESE program staff & Title I resources • Expanded opportunities for inter-district networking • Greater understanding of ESE’s plan to request a waiver of certain NCLB/ESEA requirements Massachusetts Department of Elementary and Secondary Education

  4. Announcements & Updates Overview • FY12 Title I Grants, Including Carryover • Program Review & Technical Assistance • ESEA Flexibility Waiver Massachusetts Department of Elementary and Secondary Education

FY12 Title I Grants • Review status as of October 5 • Regular Title I: 313 out of 349 received • FY12 Carryover of FY11 Funds • Notification / application sent after FR-1 processing, or • Available now for districts that amended down their regular FY11 grant before mid-April • Submission Deadline: December 31, 2011 • Regular & Carryover Massachusetts Department of Elementary and Secondary Education

FY12 Title I Grants • Amendments • Required when there is: • significant change in program objectives; or • increase or decrease in total amount of grant; or • increase in a line of the budget exceeds $100 or 10% of the line (whichever is greater), or exceeds $10,000 • Narrative details: • why district is proposing a change • how the change will improve provision of Title I services • Update to Forms 1 & 2 Massachusetts Department of Elementary and Secondary Education

Program Review & Technical Assistance Program Review Logistics • Same year as Coordinated Program Review[See www.doe.mass.edu/pqa/review/] • Primarily desk-based, onsite component for selected districts • Requires submission of various materials • the district’s Title I ‘Administrative Handbook’ • Timeline: Winter – Spring • Notification of findings and required actions, if any, in spring Massachusetts Department of Elementary and Secondary Education

Program Review & Technical Assistance • Title I Program Reviews • 2010-11 Program Reviews: Required actions due October 15 • 2011-12: 60 Districts Based on Coordinated Program Review schedule: Formal notification this month • Regional Assistance & Networking Sessions • 5 regions: hosted locally • Approximately every 3 months: October sessions next • Host district contacts local Title I contacts (in ‘DA’) Massachusetts Department of Elementary and Secondary Education

ESEA Flexibility Waiver - Objective Prepare high-quality plan to redesign federal components of school & district accountability system, that: • Is guided by clear, rigorous goals • Creates conditions leading to improvement in all schools • Aligns clearly with Framework for Accountability & Assistance • Is informed by broad stakeholder input • Meets requirements for flexibility set out by ED Massachusetts Department of Elementary and Secondary Education
