  1. Tactical solutions for modernisation of Police Networks TC Division

  2. Agenda • An Overview • Requirements • Solutions • TETRA: Features & Functionalities • Enhanced Applications • A Typical TETRA Network for Police • Other Applications

  3. Overview • Republic of India comprises of 28 states & 7 (Union Territories) • Each State maintains its own Police Force responsible for Internal Security • Military and Paramilitary forces are deployed in special situations to maintain internal security.

  4. DHQ DHQ DHQ DHQ A Typical State Police Organization State Police Headquarter (PHQs) District Headquarter (DHQ) PS OP PS OP PS Out Posts Police Station

  5. Requirements • Strategic Requirements • Regional wireless Voice + Data • Secure • Integration to Control Room • Integration to PSTN • Migration strategy for Statewide Conventional Radio Network (HF/VHF) • Cost effective • Surveillance • Public Interface • Location Tracking

  6. Operational Requirements • Intra-district Communication • DHQ to PHQ and vice-versa • DHQ to Police Stations & Out Posts and vice versa • PS / OP to Police Patrol Teams and vice versa • Border Communication (inter-district / intra State) • Mobile Communication at any place during movement of VVIP/VIP/Higher official.  • Top management and control centre in state capital • Local Communication for temporary deployments/events/disaster management/missions

  7. RADIO FREQUENCY SPECTRUM

  8. Traditional Solutions

  9. Limitation of Conventional Solutions • Devoid of benefits of Digital schemes of modulation • Need for intensive Frequency Management at various levels • Spectrum Inefficient • Need for External secrecy devices • Limited Data transfer speeds • Limited capabilities for interface to new IP Voice and Data networks

  10. Modernization of Police Wireless • State Wide Area Network (SWAN) – • Create state of art IP backbone interconnecting PHQ to DHQ and PS • Police Network (POLNET) – • Satellite based Integrated Network to interconnect PHQ to DHQ and PS with Voice, Data and Fax • Challenges still to be met – • Rapid deployments for temporary deployments/events/disaster management/missions • Establishment of strong command and control centre • Enhanced Data Rates for Police Teams/Patrols • Advanced spectrum efficient wireless communication for rapidly growing state centre/cities

  11. Modern Solutions

  12. What does TETRA offer ? • Established standard for Public Safety • Spectrum Efficiency (4 channels in 25 Khz) • Frequency Bands as per National Allocation • Full Duplex Voice +Data • Secure • Management and Control Centre • Integration to Legacy and Conventional Networks • True Interoperability between various vendors • Wide support of Application Developers

  13. What more does TETRA offer ? • Short Data Messaging • Circuit Mode Data/Packet Mode Data • Priority Calls/Pre-emptive Priority Calls • Late Entry • Call Forwarding • Dynamic Grouping • GPS Tracking

  14. TETRA in Public Safety

  15. Enhanced Applications • Integration to POLNET • Integration to Police 100/Dial 100 • Integration to State WAN IP Networks • Access and Integration to Computer based Automated Messaging Switching System (AMSS) • Provide access of data from organizations such as NCRB to Police teams/patrols

  18. Conclusion • TETRA offers feature rich Voice & Data • Suitable for Strategic and Tactical solution • Integration with legacy and conventional systems • Complements modern police communication plans • Cost effective way to migrate to Digital Technology • Wide choice of user equipment

  19. Police –100 System & Automatic Vehicle • Tracking System • Provide an efficient interface between the public and Police • Public will be able to freely interact with police for reporting of incidents • PCRs will be traceable so that reporting time is minimum at the site of incident • Caller ID will be known and his conversation will also be recorded

  20. Police –100 System & Automatic Vehicle Tracking System • System Features • ACD (Automatic Call Distribution) • CLI (Calling Line Identification) • Voice Recording Facility • Detection of Hoax Calls • Record Generation – National Crime Record Bureau (NCRB) - Compliant

  21. Police –100 System & Automatic Vehicle Tracking System • Both for Vehicles & Backpacks ( raid parties) • GPS (Global Positioning System) Receivers and using Radio systems for passing information and • GIS for locating on maps and maintaining database

  23. Computerisation Requirements • MIS Related – This system would help the police department in keeping records of the staff, inventory of arms and vehicles, leave accounting on On-line basis. • Criminal Record Manager – This system would be required to • - maintain the database of crime and criminal related information, FIRs, lost and found cases and • - generation of statistical reports on On-line basis. • Financial and Accounting – This system would help them in preparing the payroll of the staff and maintaining the account of cash section data.

  24. Surveillance System • GSM interceptors are proposed for monitoring all types of GSM networks, with all GSM operatable frequency bands and with any type of encryption. • This is in addition to the surveillance being carried out with the assistance of basic cellular service provider. • The system can be used both as stationary or portable.

  25. Disaster Management - Satellite Phones • It will provide multi-layered redundancy to the proposed network. • Satellite Phones ( very useful during Disaster Management ) are proposed for the key functionaries of the State Govt.

  26. Major System Components at a Glance

  27. Benefits Successful Implementation of the project will facilitate • Anywhere, Anytime communication for Police • Fast Reaction Time • Improved Public Interface • Improved Law & Order Environment • High Morale of Police • Better Services to Policemen • Improvement in Image building of the state at National & International level • More investments in the state • Better life for the people
