  3. 認識濕地 • 坔 • 國際拉姆薩濕地公約 • 濕地是指沼澤（marsh）、泥沼地（fen）、泥煤地（peatland）或水域所構成之地區， • 無論是天然或人為、永久或暫時、靜止或流動的、淡水、鹹水或兩者混和，其水深在低潮位時不超過6公尺者。

  4. 嚴格的定義 • (1)必須具有優勢水生植物； • (2)在表土下某一深度的土壤必須含水；(3)在一最低限度之期間或頻率內必須為水淹沒或土壤含有飽和之水。 • 「水文條件」、「土壤條件」與「水生生物」是認定濕地的三個重要元素。
