  4. Kirklees – Our history • Late 1990’s - Local training in partnership with South and West Yorkshire Police. • Early 2000’s – Award for Advanced Pass Plus Awards for Driver training Strategy Pilot for NDORS • 2008 - Awarded contract for NDORS delivery – West Yorkshire

Who, and what, is NDORS? • 1988 – Sir Peter North – Road Traffic Law review “It must be in the public interest to rectify a fault rather than punish the transgressor” and said “Re-training of traffic offenders may lead to an improvement in their driving, particularly if their training is angled towards their failings.” • Police were to then left to develop the policy behind this regime • Devon and Cornwall - first to design a course, with other forces working locally to do the same thing.

  6. Who, and what, is NDORS? • Association of Chief Police Officers (ACPO) took up the mantle, and created NDORS, aiming to give a nationally recognised, consistent approach to driver re-training, that was accessible to drivers regardless of where in the country they had committed their offense. • Police Forces now using NDORs are expected to ensure delivery to national standards, although delivered locally, from within the Force, or by an external provider.

Who, and what, is NDORS? • To provide further robustness - NDORS Ltd now manage and administer NDORS, its databases, and the development, licensing, monitoring and evaluation its course and course providers . • NDORS Governance Board provides independent scrutiny of NDORS Ltd - made up of : ACPO, DFT, Home Office, DSA, PSNI (on behalf of the police service and the Northern Ireland government), independent members, (PACTS and a leading academic). Observer members are from the, Scottish Police service and the Procurator Fiscal for Scotland.
